Capital Budget Analyst (Budget & Management Analyst III)
This full-time, permanent position is within the Budget Office of Anne Arundel County Government. The Office of the Budget is responsible for budget formulation, position control, economic trend research, long-term fiscal planning, and evaluating the efficiency and economy of County government departments and agencies. The office is directed by the Budget Officer, appointed by the elected County Executive, and reports to the Chief Administrative Officer.
About the role
This Capital Budget Analyst role involves professional work in analyzing and developing capital budgets, improving managerial organization, and supporting capital budget administration. The position requires extensive contact with department heads, elected officials, media, the public, and other public sector officials. The Budget Office includes nine full-time analytical positions, all within the classified merit system.
Responsibilities
- Analyze capital budget data to facilitate high-level review and decision-making.
- Support the production of the Capital Budget and Program in accordance with County Charter provisions.
- Summarize capital budget requests and present recommendations to senior staff, the County Executive, Planning Advisory Board, and County Council.
- Review and analyze complex departmental capital budget requests and supplemental materials to formulate recommendations.
- Maintain and support the capital budget preparation system, coordinating with IT, Public Works, and the Board of Education.
- Perform database management functions, including rollover of prior budgets, mid-year amendments, and data integrity procedures.
- Monitor capital budgets through communication with departmental representatives, purchasing, and finance staff.
- Provide staff support to the Senior Capital Budget Analyst, including coordinating presentations and assisting with complex issues.
- Review, initiate, and present capital project amendments to the Planning Advisory Board and County Council.
- Maintain extensive contacts with department officials, central data processing personnel, and other relevant staff.
Requirements
- Thorough knowledge of the principles and practices of business and public organization and management.
- Considerable knowledge of the principles and practices of public finance administration.
- Ability to analyze complex departmental budget requirements, programs, policies, procedures, and operations.
- Ability to establish and maintain effective working relationships with county officials, employees, and the public.
- Ability to organize and effectively present oral and written reports of findings and recommendations.
Qualifications
Education: A graduate degree in public or business administration. A four-year degree in economics, finance, public or business administration, or a related field may be substituted with additional relevant experience.
Experience: Broad and diversified experience in public management and financial administration, including one or more years of supervisory experience. Supervisory experience may be substituted with one year of public sector budget experience.
