Budget Analyst III

About the role

A mid-level position with independent responsibility for managing budget modifications, coordinating with departments, and ensuring compliance with funding agreements.

Responsibilities

• Lead development of the Comprehensive Annual Budget.
• Ensure compliance with federal, tribal, and grant regulations.
• Represent OMB in council meetings and audits.
• Develop and implement budgetary policies and procedures.
• Coordinate legislative materials (TRs, NCSs) for budget approval.
• Independently manage budget modifications and reporting.
• Liaise with external funding sources.
• Assist in audits and close-out processes.
• Provide guidance to departments on budget classification.
• Prepare basic budget documents and Addendum E-forms.
• Monitor expenditures and reconcile accounts.
• Support contract file maintenance.
• Assist with general ledger setup and reporting.
• Provide administrative support to OMB.
• Perform other duties as assigned.

Requirements

• Bachelor’s degree in Business or related field.
• 5–7 years of progressive experience in budgeting or finance.
• Basic knowledge of federal and tribal regulations.
• Certified Budget Specialist (CBS) or CMA preferred.
• Leadership and supervisory experience.
• Excellent verbal and written communication skills.
• Strong analytical and problem-solving skills.
• Familiarity with PL 93-638 and related federal laws.
• Excellent interpersonal, negotiation, and conflict resolution skills.
• Strong organizational skills and attention to detail.
• Proficient with Microsoft Office Suite or related software.
• Ability to adapt to the needs of the MCN and employees.
• Ability to act with integrity, professionalism, and confidentiality.

Preferred Qualifications

• Master’s degree in Business Administration or related field.
• Ten years of experience in a leadership/management capacity.
• Experience working in a diverse multi-cultural organization.
• Knowledge of the Muscogee (Creek) Nation.
• Muscogee and Indian preference.
