About the role
Systems Planning and Analysis, Inc. (SPA) delivers high-impact, technical solutions to complex national security issues. The Space and Intelligence Division provides professional services to the US Space Force, Combatant Commands, Intelligence Community, and NASA. The Intelligence Programs Group (IPG), part of SPA's Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. SPA has an immediate need for a Budget & Acquisition Analyst.
Responsibilities
- Performs work with government procurement agencies in support of budgeting and acquisition processes, defining proposals (RFQ) and qualifying vendors.
- Applies knowledge of defense acquisition process to develop and execute strategies that support budgeting and acquisition processes, policies and procedures.
- Analyzes and evaluates new initiatives, technologies, and programs to meet mission requirements.
- Conducts requirements analysis to support acquisition of future year's labor, equipment and facilities.
- Works with the client's senior managers to develop the organization's budget.
- Develops and executes an objective and integrated methodology for resource allocation and subsequent budget execution to achieve the results of required acquisitions; develops and drafts required acquisition pre-award documentation.
- Performs cost benefit analyses to review financial requests, assess program and technical trade-offs, and explore alternative funding options.
- Monitors and reports performance against plans to ensure that contractual, cost and schedule objectives are met.
- Arranges modifications as required; ensures compliance with financial and acquisition regulations, manuals and procedures.
- Conducts cross program analyses at the program office.
- Identifies trade-offs within and among competing programs and provide executive managers with resource alternatives.
- Maintains Directorate and/or Agency-wide budget tracks at directorate, project, sub-project, and MSA levels.
- Reviews Directorate and Agency level data in the NEXT, Agency FIRST, and Intelligence Resource Information System.
Required Qualifications
- US Citizenship with TS/SCI + Poly clearance at date of application (please discuss specific polygraph requirements with an SPA Talent Acquisition professional)
- BA/BS degree (or higher) in Business, Finance, Accounting, Economics, Statistics, or related field (additional years of relevant experience may be substituted for the degree)
- 4+ years of related work experience
- Knowledge of developing briefs and reports for project leadership team review
- Intermediate to advanced knowledge of Microsoft Excel; adept at other MS applications
- Demonstrated knowledge of Federal Appropriations Law, concepts and principles, and Federal and Intelligence Community (IC) budgetary principles
- Demonstrated knowledge of acquisition management regulations, practices, policies, procedures and Acquisition Program Baseline development
- Excellent interpersonal, organizational, written, and verbal communication skills and attention to detail
- Able to effectively manage time and collaborate across a diverse set of group/division priorities
- Ability to report to designated work location in Chantilly, up to full time, based on the needs of the customer

Virginia, Pay Transparency Salary range: USD $150,000.00/Yr. - USD $175,000.00/Yr.
