About the role
The Capabilities Portfolio Analyst supports portfolio management by analyzing USTRANSCOM’s capabilities development and support processes to improve and influence requirement management and investment decision-making. Portfolio management activities include analyze, select, control, and evaluate (ASCE) relative to mission capabilities, the command vision, and performance impact, and integrates efforts associated with investment management across USTRANSCOM capability areas.
Responsibilities
- Assist in conducting, assessing, and exploring efforts necessary to develop capabilities to refine USTRANSCOM processes and to improve and influence the requirements management and investment decision-making process across USTRANSCOM capability areas.
- Develop problem statements, mission needs statements, or similar.
- Compare and evaluate current portfolio management processes and identify ways to evolve it into a capabilities portfolio management process.
- Collect and assess required OSD and Joint Staff process information to assist USTRANSCOM to develop a capabilities-based portfolio management process.
- Assist in the change management effort to implement USTRANSCOM’s capabilities portfolio management process, to include leading meetings, as required, and capturing meeting minutes.
Requirements
- Must obtain and maintain a SECRET security clearance.
- Bachelor’s degree in Business, Information Technology, Finance, Project Management, or a related field, or equivalent work experience.
- At least 5 years of related experience in similar positions.
Skills
- Exceptional analytical skill and a methodical approach to work activities.
- Excellent communication and interpersonal skills, and the ability to work well with all levels of management, staff, and executive teams.
- High proficiency in Microsoft Office (including Outlook, Word, Excel, and PowerPoint).
Qualifications (Desired)
- Experience with USTRANSCOM and component organization and missions.
- Experience coordinating issues with the Joint Staff and various offices within the Office of the Secretary of Defense structure.
- Working knowledge and demonstrated experience relevant to capability development through changes to doctrine, organization, leadership and education, personnel, and policy.
