Business Relationship Manager (BRM) Leader

Leads a team of business relationship professionals who serve as the primary strategic liaisons between county agencies and central IST services. Ensures that county departments have the technology, data infrastructure, and process improvements required to deliver public services efficiently. Builds and sustains strong, trust-based relationships with stakeholders at all levels of the organization. Facilitates the BRM function, documenting and evolving multi-year capability roadmaps across county departments to align with enterprise architecture, data strategies, and regulatory considerations. Provides thought leadership on emerging trends in technology and advanced analytics.

Responsibilities

  • Team Leadership & Supervision (40%)
    • Direct Operations: Supervise daily activities of the BRM team, including workload distribution, performance evaluations, and professional development.
    • Coaching: Mentor staff on conflict resolution, stakeholder engagement, public sector compliance, and project discovery techniques.
    • Standardization: Establish standardized templates and frameworks for partner area business cases, technology roadmaps, and intake processes.
    • Relationship Management Platform Owner: Serve as the product owner for the relationship management platform, ensuring currency of internal partner profiles, strategic priorities, account activity journal, partner satisfaction scores, BRM delivery performance, and linkage to the project portfolio system.
  • Strategic Partner Alignment (30%)
    • Technology Roadmaps: Collaborate with county partner directors to co-create multi-year capability roadmaps reflecting business strategy, regulatory requirements, and enterprise architecture principles aligned with the Board of Supervisors' strategic goals.
    • Demands & Intake: Oversee and shape the IT demand pipeline, ensuring partner requests are clearly defined, vetted, and prioritized against overall county resources. Maintain a living roadmap guiding annual planning, budgeting, and sequencing of initiatives.
    • Cross-Partner Collaboration: Identify opportunities for extensible service offerings and multi-partner systems to eliminate redundant technologies and save taxpayer funds.
  • Stakeholder & Escalation Management (20%)
    • Primary Escalation: Serve as the chief escalation point for partner leaders when service delivery issues impact critical county operations.
    • Expectation Management: Balance partner expectations against IST operational limits, budgeting constraints, and cybersecurity policies.
    • Governance Representation: Participate in county-wide technology governance committees to advocate for partner needs and policy compliance.
  • Capital Budgeting & Value Realization (10%)
    • CIP Support: Assist agencies in drafting business cases for Capital Improvement Program (CIP) funding and annual budget cycles.
    • ROI Tracking: Measure and report on the post-implementation success and public value of technology projects.
  • Perform other work as required.

Requirements

  • Degree: Bachelor’s degree in Business Administration, Public Administration, Information Technology, or a closely related field.
  • Experience: 5+ years of progressive experience in IT, business relationship management, or business systems roles, with at least three years of direct supervisory or team leadership experience managing and developing technical staff. A Master’s degree in Public Administration (MPA) or MBA may substitute for 1 year of non-supervisory experience.
  • Strong communication skills (verbal, written, and presentation), with experience engaging at all levels of staff and management.
  • Relevant local, state, or federal government experience preferred.
  • Must maintain personal mobile technology as a condition of employment.

Skills

  • Public Sector Knowledge: Understanding of local government structures, public procurement rules, and open records regulations (e.g., FOIA).
  • Strategic Consulting: Ability to translate complex public service challenges into actionable IT requirements.
  • Influence & Diplomacy: Skill in navigating complex political environments and building consensus among disparate partner leaders.
  • Financial Literacy: Familiarity with government budgeting practices, municipal funds, and cost-benefit analysis.

Preferred Qualifications

  • Business Relationship Management Professional (BRMP) or Certified Business Relationship Manager (CBRM) certification.
  • Project Management Professional (PMP) certification.

Special Conditions

  • Criminal records check, including fingerprinting; twelve-month probationary period.
  • Pre-employment drug testing, FBI criminal background check, and education/degree verification required.
  • Must successfully pass a stringent criminal background check for high-security areas governed by the US Department of Justice’s “Criminal Justice Information Services (CJIS) Security Policy.”
  • Must be a US citizen or have been a lawful resident of the US for the past ten consecutive years.
