About the Role
Through subordinate activity managers, responsible for overall management and direction of the Directorate, Morale Welfare and Recreation (DMWR) Business Division at a large garrison. May coordinate with officials responsible for AAFES. Provides policies and guidance to ensure attainment of the established objectives of the division.
Responsibilities
- Directs, develops, and administers plans and procedures.
- Implements, enforces, and ensures compliance with regulations to provide an aggressive community business program that meets the needs and interests of the military community.
- Provides sound leadership and supervision to ensure attainment of the established objectives of the division.
- Develops and/or recommends methods, operations, and programs to ensure profitable business activities income.
- Reviews program objectives and priorities, and develops a five-year plan with Capitol Purchase Minor Construction (CPMC) and Annual Operating Budgets covering projected programs of division resources.
- Performs other duties as assigned.
Requirements

- The ability to obtain (within the first 6 months) and maintain a Food Protection Manager Certification acquired through an American National Standards Institute accredited agency (e.g., ServSafe Food Protection Manager Certification Program).
- Must have and maintain a valid Driver's License.
- Required to file a Confidential Statement of Affiliations and Financial Interest in accordance with requirements of DODD 5500.7 Joint Ethics Regulation.
Qualifications

- A qualified candidate must possess the following:
- Work experience directing/managing one or more DMWR Business Operations activities for a garrison, or similar civilian operation, for at least one year.
- In addition to the above qualifications, candidates who possess the following will be considered "Highly Preferred" or "Best Qualified":
- Minimum of 3 years of experience managing revenue-generating business operations for Army Family and MWR.
- Strong proficiency in conducting internal management reviews, cost-benefit analyses, and implementing corrective actions to ensure compliance with Department of War and Department of the Army Non-appropriated Fund Standards.
- Minimum of 3 years of direct supervisory experience managing a diverse workforce of 15+ personnel.
- Minimum of 3 years of experience with developing, tracking, and reporting organizational Key Performance Indicators to drive continuous process improvements, optimize resource allocation, and reduce operating costs.
- Minimum of 3 years of experience working with Army MWR systems such as: Standard Management Information Reports for Finance (SMIRF), Financial Management Budget System (FMBS), and RecTrac.

- Payment of Permanent Change of Station (PCS) costs is authorized, based on a determination that a PCS move is in the Government's interest. In accordance with the Joint Travel Regulations, most individuals will be authorized movement of Household Goods, Temporary Storage, and Air, POV, or Rail Transportation to your new duty station. Some individuals may also be authorized Temporary Quarters Subsistence Expenses (TQSE). PCS is contingent upon signing a one-year continued service agreement.
- This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
- Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
