Responsibilities
- Provide management direction and control of business administration, fiscal, and support service activities.
- Coordinate activities with clinical program supervisors to ensure support of facility treatment objectives.
- Plan, organize, direct, and control the principal activities of all support departments (excluding the facility Personnel Office).
- Oversee the preparation of the facility’s annual “other than personal service” (OTPS) budget requests and the personnel service budget requests for support departments.
- Oversee expenditures and accounting for funds appropriated in the annual budget.
- Prepare and monitor facility contracts with other providers of support or clinical services.
- Assist clinical program supervisors with the evaluation, utilization, leasing, and control of program space on and off the facility campus and/or community operation settings.
Minimum Qualifications
- Open to current NYS employees: candidates must be reachable for appointment on the appropriate Civil Service eligible list.
- Candidates must have permanent status as a Business Officer 3 and be eligible for lateral transfer.
- Candidates may be eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title.
- Provisional Opportunity (if no valid eligible list exists):
- One year of permanent competitive or 55(b)(c) service as any of the following:
- Business Officer 2
- Associate Accountant
- Associate Auditor
- Auditor 2
- Associate Budgeting Analyst
- Associate Health Care Fiscal Analyst
- Associate Personnel Administrator
- Human Resources Specialist 2
- Contract Management Specialist 2
- Office Services Manager
- Resources and Reimbursement Agent 3
- If appointed provisionally, the candidate must take the next scheduled Civil Service examination for this title and achieve a reachable score on the resulting eligible list to become permanently appointed. Failure to pass or achieve a reachable score may result in non‑retention.
- One year of permanent competitive or 55(b)(c) service as any of the following:
- Employees appointed to a non‑competitive position via the NY HELPS program to a qualifying title in the non‑competitive class will have their names restricted from appointment from the eligible list until the position is covered‑in to the competitive class by action of the New York State Civil Service Commission or otherwise obtain permanent competitive status.
- In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of the intention to conduct a non‑competitive promotion examination for the position of Business Officer 3 at Pilgrim Psychiatric Center. Permanent appointment may be made by non‑competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non‑competitive promotion are met. The promotion field consists of candidates who have one year of permanent service as a Business Officer 2.
