Position Summary

Overview:

The incumbent supervises and directs the business office staff at the Kane Community Living Center, through an assistant manager, and ensures that all required resident information is obtained to expedite reimbursement for charges and expenses. Work is performed in accordance with Federal, state, and local standards, guidelines, and regulations that govern Long Term Care (LTC) and Skilled Nursing Facilities (SNF).

Duties

  • Manages the work of subordinate supervisors and staff (e.g., assigns work and resources, monitors output, conducts performance appraisals, etc.)
  • Assures that all required resident data and information is gathered and input into business operations systems in to expedite the reimbursement of expenses and charges from Medicare, Medicaid, and third-party insurers.
  • Makes sure all receipts for resident income sources are prepared and reviewed quarterly statements are made.
  • Oversees, monitors, and quality checks the preparation of MA applications and the appeal/resubmission of rejected claims, the final preparations of daily and monthly census.
  • Prepares or gathers fiscal reports for the Regional Business Office Manager.
  • Reviews accounts receivable to determine problem or aged accounts and takes remedial action to recover funds; oversees the review and reconciliation of all batch control logs, edits, and equivalencies.
  • Ensures that residents receive funds as requested and in accordance with state and Federal requirements, reconciles all resident fund accounts properly and in a timely manner, and maintains and controls resident fund petty cash, Kane Foundation petty cash, and other cash funds.
  • Handles the receipt, processing, and distribution of mail; maintains meal ticket system and related cash receipts.
  • May review and approve vendor invoices for payment.
  • Intermittently interviews residents and family members to obtain needed information, explains billing processes and procedures, and provides information on policies, regulations, and accounts maintained.

Knowledge, Skills, and Abilities

  • Knowledge of:
    • Laws, regulations, and guidelines pertaining to finance and accounting.
    • Office, accounting, bookkeeping, and medical practices and procedures.
    • Medicare and Medicaid billing regulations, HIPAA regulations, and PA Medicaid eligibility requirements.
    • Principles and practices of billing, claims and denials, and accounts receivable management.
    • The complex requirements of managing care level changes and benefits exhaustion.
    • Revenue leakage mitigation strategies.
  • Skill in:
    • Microsoft Office Suite.
    • Electronic Medical Records (EMR) and Electronic Health Records (EHR).
  • Ability to:
    • Effectively manage subordinate staff.
    • Establish and maintain effective working relationships with subordinates, internal, and external stakeholders, residents and patients.
    • Analyze and creatively solve problems using critical thinking and logical reasoning ability.
    • Plan, organize, develop, implement, and interpret facility programs, goals, objectives, policy and procedures.
    • Organize and monitor multiple priorities, handle a heavy workload, meet deadlines and production standards, and adjust to change.
    • Recognize and understand the special needs of facility residents and patients.
    • Achieve quality results and satisfy metrics requirements with demonstrated precision and attention to detail.
    • Function effectively in a highly regulated, dynamic, fast-paced environment.
    • Maintain professionalism by demonstrating ethics and integrity, especially with sensitive and confidential information.
    • Communicate effectively, both orally and in writing.

    Residency and Veterans' Preference

    Residency: Allegheny County within 1 year.
    Veterans' Preference: Will be awarded to eligible candidates.
