Business Intelligence Team Lead (Information Systems Analyst II, Option A)

This position serves as a Business Intelligence Team Lead supporting the Illinois State Police (ISP) in developing and supporting a robust data warehouse portfolio and creating interactive dashboards and visualizations. The main objective is to support proactive, data-driven policing by providing quick and accurate business intelligence solutions to assist with operational decision-making.

About the role

The Business Intelligence Team Lead will perform complex professional and advisory functions in Application Services, leading the design, development, and governance of database architecture and data engineering initiatives. This includes defining, documenting, and maintaining departmental metadata and data standards, as well as designing and developing complex reporting solutions.

Responsibilities

• Lead the design, development, and governance of database architecture and data engineering initiatives, including metadata and data standards.
• Design and develop complex reporting solutions, perform debugging, tuning, and documentation of all processes and components.
• Interpret complex data and analyze results using statistical techniques to provide ongoing reports.
• Stay current with new developments in information technology through continuing education, training, and conferences.
• Perform other duties as assigned within the scope of the role.

Requirements

• Knowledge, skill, and mental development equivalent to completion of four years of college with coursework in computer science or related fields.
• Three years of professional experience in applications services or a related Information Technology field.

Skills

• Three years of professional experience leading the development, enhancement, and governance of enterprise data warehouse solutions.
• Three years of professional experience directing the design and delivery of self-service, ad hoc, and interactive business intelligence reporting using tools such as Power BI and Business Objects.
• Three years of professional experience architecting, optimizing, and managing relational database structures, queries, and data models.
• Three years of professional experience designing, developing, and maintaining scalable ETL pipelines using Azure Data Factory and SQL Server Integration Services (SSIS).
• Experience using Azure DevOps for source control, CI/CD automation, and project tracking.
• Experience leading cross-functional teams or managing complex BI and data engineering projects.
• Ability to perform statistical analysis, identify trends, and translate findings into actionable insights.
• Extensive knowledge of data governance practices, including metadata management, data quality, and architectural standards.
• Experience conducting testing for data warehouse, ETL, and reporting solutions, including troubleshooting and incident response.
• Strong communication and collaboration skills to gather requirements and translate business needs into scalable data solutions.

Conditions of Employment
