Business Analyst (Information Systems Analyst II, Option A)

About the role

This position performs in-depth assessment and analysis for business process re-engineering and transformation services. The ideal candidate will have professional experience with Business Process Design and Business Process Reengineering definition and modeling. The role involves coordinating and implementing workshops with key stakeholders and users to determine business requirements, writing user stories, use cases, and program specifications, and participating in design, testing, training, knowledge transfer, system tuning, and system implementation to translate and track results of business analysis through the entire System Development Life Cycle (SDLC).

Responsibilities

  • Serve as a Business Analyst for DoIT supporting the Illinois State Police (ISP), performing complex professional and advisory functions for Application Services.
  • Develop user stories, use cases, and program specifications, supporting design, testing, training, knowledge transfer, system tuning, and system implementation efforts to ensure business analysis results are accurately translated and maintained throughout the full SDLC.
  • Collaborate with DoIT technical staff and serve as a project team leader on complex initiatives, overseeing project planning, task coordination, technical solution development, and quality assurance to ensure successful project delivery.
  • Analyze and recommend new procedures and techniques to improve requirements gathering, articulation, process and data modeling, testing, and documentation processes.
  • Stay abreast of new developments in the information technology field through continuing education, online training platforms, meetings, training sessions, seminars, and conferences.
  • Perform other duties as required or assigned within the scope of the position.

Requirements

  • Knowledge, skill, and mental development equivalent to four (4) years of college with coursework in computer science or directly related fields.
  • Three (3) years of professional experience in Applications Services or a related Information Technology field.

Skills

  • Three (3) years of professional experience applying System Development Life Cycle (SDLC) methodologies to analyze, design, develop, test, and implement complex application solutions.
  • Three (3) years of professional experience performing Business Process Design and Business Process Reengineering, including definition, modeling, and optimization of business processes.
  • Three (3) years of professional experience conducting system analysis and design using visual process modeling, data modeling techniques, and standard modeling conventions.
  • Three (3) years of professional experience working with relational databases and development technologies, including SQL or Oracle; Visual Studio, .Net Framework, Digital Signature and Workflow technologies, Adobe Acrobat/Designer, SharePoint administration, and Cloud-based development environments.
  • Ability to analyze data logically and exercise sound judgment in defining, evaluating, and resolving difficult administrative, organizational, technical, or operational problems.
  • Ability to gain and maintain effective working relationships with internal staff, agency officials, vendors, clients, and project stakeholders.
  • Strong verbal and written communication skills, with the ability to convey complex technical information clearly and appropriately for diverse audiences.
  • Demonstrated organizational skills with the ability to manage multiple priorities, meet deadlines, and adapt to shifting project requirements.

Preferred Qualifications

  • Three (3) years of professional experience serving as a Business Analyst or Project Coordinator, coordinating multi-level teams on complex technical projects.
  • Three (3) years of professional experience developing user stories, use cases, and program specifications; preparing test plans, test scripts, and test data for new or modified programs/systems; and delivering presentations to varied audiences.

Conditions of Employment

Monday – Friday, 8:30 AM – 5:00 PM (work hours may vary).
