Business (Fiscal) Manager
About the role
The Central Region Educational Cooperative (CREC) is seeking an experienced and highly organized Business (Fiscal) Manager to oversee the organization’s fiscal operations and provide financial leadership in support of CREC’s programs and services. Reporting directly to the Executive Director, this position manages key financial functions including budgeting, accounting, financial reporting, payroll oversight and controls, Medicaid financials, federal funding requirements, and compliance with applicable local, state, federal, and New Mexico Public Education Department (NMPED) requirements. The Business (Fiscal) Manager also works closely with CREC leadership, member districts, and state agencies to support sound financial planning and decision-making.

Responsibilities
- Prepare budgets in collaboration with the Executive Director, member agencies, and other stakeholders
- Prepare NMPED fiscal quarterly reports
- Oversee CREC accounting procedures and processes, including payroll and controls
- Complete Budget Adjustment Requests (BARs) and oversee Intergovernmental Agreement (IGA) billing
- Oversee Medicaid financials
- Support member districts with federal funding applications and expenditure requirements
- Complete required IRS reporting, including W-2 and ACA reporting
- Approve purchasing requests, accounts receivable, and payroll
- Analyze financial information and support CREC leadership in sound financial and operational decision-making
- Communicate and collaborate with NMPED, ECECD, state departments, member district business managers/superintendents, and other stakeholders
- Attend meetings and provide training or technical assistance related to school business management as needed
- Directly supervise assigned CREC office staff
- Provide backup support to the Chief Procurement Officer (CPO) and other business areas as needed
Required Qualifications
- Minimum four-year college degree in a related field
- Current New Mexico PED School Business Official license — required with no exceptions
- Ability to obtain New Mexico Chief Procurement Officer (CPO) certification within six (6) months of employment
- Minimum five (5) years of accounting experience; school district bookkeeping or accounting experience is preferred
- Working knowledge of computer systems, including word processing, databases, and spreadsheet software
- Strong verbal and written communication skills
- Strong organizational, decision-making, problem-solving, and interpersonal skills
Preferred Qualifications
- Governmental or educational accounting experience
- School district accounting experience
- Experience with the VISIONS financial system
Pay
Salary range: $96,000–$102,000
