About the role

This position provides direction and leadership in the management of fiscal operations and systems of a college, school, or division of the University. The primary responsibilities include directing financial planning, budgeting, and funding allocation functions, overseeing accounting and reporting, and working closely with the college or school Dean and senior leadership team.

Responsibilities

  • Provides direction and assistance to academic department heads, chairs, and their accounting staff regarding accounting and budgeting policies and procedures, and efficient control and utilization of financial resources.
  • Participates in short-and long-range organizational and operational planning; develops and implements projects and programs to assist in accomplishing established goals.
  • Develops policies, guidelines, and procedures for budget administration, gift account management, contracts and grants, and faculty compensation for the college, school, or division.
  • Prepares and monitors the operating budget for the college, school or division and provides financial reporting and analysis for funding, business operations, and project accounting.
  • Ensures overall budget compliance for the college; directs expense and revenue forecasting and control.
  • Directs budgeting, allocation, expenditure, and reporting of Federal and State appropriations in accordance with federal and state appropriations and Mississippi State University guidelines.
  • Prepares comprehensive financial statements and fiscal and budget reports for internal management and external agencies; develops projections and analysis with recommendations and conclusions for management.
  • Develops and implements fiscal policies and procedures which ensure that generally accepted accounting principles, regulations governing contractual agreements, federal and state regulations, and MSU guidelines are employed.
  • Oversees the supervision of staff, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  • Recommends and participates in the development of organizational policies and procedures; may serve on strategic planning and policy-making committees.
  • Ensures records systems are maintained in accordance with generally accepted auditing standards and/or University policy and procedures.

Requirements

  • Level I: Bachelor’s degree in accounting, finance, business, or management plus seven years’ experience in financial management and/or accounting.
  • Level II: Bachelor’s degree in accounting, finance, business, or management plus ten years’ experience in financial management and/or accounting.
  • Level III: Bachelor’s degree in accounting, finance, business, or management plus 13 years’ experience in financial management and/or accounting.
  • Senior: Bachelor’s degree in accounting, finance, business, or management plus 16 years’ experience in financial management and/or accounting.

Skills and Abilities

  • Knowledge of federal and state financial regulations, and university financial policies and procedures.
  • Ability to prepare financial reports.
  • Knowledge and understanding of business management principles and practices.
  • Strategic planning skills.
  • Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections.
  • Knowledge of computerized information systems used in financial and/or accounting applications.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Ability to foster a cooperative work environment.
  • Ability to plan, organize, implement, and administer complex recordkeeping systems and procedures.
  • Knowledge of budget preparation, cost estimating, monitoring, and fiscal management principles and procedures.
  • Knowledge of university and/or public auditing policies, standards, and procedures.
  • Ability to develop financial plans and manage resources.
  • Ability to handle multiple, complex tasks and meet deadlines.
  • Knowledge of current trends and developments in information technology.

Qualifications

  • Minimum qualifications include a bachelor’s degree in accounting, finance, business, or management.
  • Experience must include at least seven years of relevant experience for Level I, ten years for Level II, thirteen years for Level III, and sixteen years for Senior.
