Job Summary
The City of Virginia Beach is recruiting for a Business Application Specialist II to join the Director's Office division of the Planning & Community Development department.
About the Role
Support and follow the direction of the Systems Analyst II, the lead for the Planning Tech Team. Provide support for the Planning department applications and serve as the department’s subject matter expert (SME) for assigned business application processes. Troubleshoot and triage department software/hardware requests. Liaison with IT Department and/or vendor to resolve software and/or hardware issues. Analyze and document department divisions’ business processes; Identify opportunities to improve process efficiency and productivity. Lead software upgrades; including testing, training and troubleshooting. Develop training materials and conduct end-user training using clear oral and written communication methods. Provide software configuration and data quality assurance; Review for discrepancies. Provide department level business application support for the Accela application, including user support and training for approximately 135 users. Lead hardware deployments and maintain departments inventory of hardware; Configure and deploy mobile hardware (MiFi, Cellphones, Tablets) used by field staff. Develop/modify department general policies and guidelines for technology requests and processes. Control user access to systems; add and delete users and assign passwords as required. Create/Update custom reports (Ad-hoc and/or SQL). Conduct meetings or make presentations to communicate information as requested or needed. Assist in process documentation.

Requirements
Experience of an ideal candidate:
- Experience training others in new software, hardware, database, and web-based applications and developing technical and/or non-technical documents/training materials (presentations)/manuals.
- Experience with end-user support (maintenance and troubleshooting software and hardware).
- Experience managing logistics of tracking devices, licenses, equipment.
- Experience with implementation, configuration support and system administration of IT Systems/apps including deployments and upgrades.
- Experience testing software implementations, deployments and upgrades.
- Experience in assessing and recommending alternative actions or improving efficiencies using workflow modifications or database modifications.
- Experience in documenting and analyzing process flows within a planning department or similar municipal agency.
- Ability to work with minimal supervision and function well under pressure.
