About the Role
We are seeking an experienced IT Healthcare Consultant Business Analyst to support small- to large-scale healthcare technology projects. The ideal candidate will serve as a liaison between business and IT teams, analyze business processes and technical designs, gather and document requirements, and recommend effective technology and process solutions.
Responsibilities
- Serve as a liaison between business stakeholders and IT teams to translate business needs into effective technology solutions.
- Analyze current-state and future-state business processes to identify opportunities for automation, optimization, and improvement.
- Conduct requirements-gathering sessions with multiple stakeholders to elicit, analyze, document, and validate business requirements.
- Translate high-level business requirements into detailed functional specifications and manage changes to requirements throughout the project lifecycle.
- Document business processes, requirements, business rules, data requirements, and relationships.
- Support business process redesign initiatives associated with new technology implementations.
- Participate in requirements management activities, including change control, version control, requirements tracking, status reporting, and traceability.
- Provide requirements interpretation and guidance to technical and testing teams.
- Research and analyze business rules, requirements, policies, regulations, and business models.
- Maintain business rules, requirements, and models within appropriate repositories.
- Identify risks, issues, dependencies, and action items and proactively recommend solutions.
- Facilitate communication and negotiate agreements between business and IT stakeholders from initial requirements through final implementation.
- Collaborate with internal and external stakeholders, including vendors, government organizations, providers, beneficiaries, and other project participants.
- Evaluate technology trends and identify opportunities to enhance business capabilities and operational efficiency.
- Support buy-versus-build analysis and provide recommendations when appropriate.
- Develop clear and comprehensive business requirements, use cases, process documentation, and related project artifacts.
- Communicate project requirements, analysis, findings, and recommendations effectively to executive management, project leadership, and technical teams.
Requirements
- Bachelor's degree in Technical, Business, Healthcare, or a related field.
- At least 1 year of business analysis experience with IBM Cúram.
- At least 1 year of experience working on government IT projects in a business analyst or related role.
- At least 1 year of experience eliciting, mining, and documenting business rules and business processes.
- At least 2 years of experience in Medicaid Eligibility or healthcare insurance.
- Strong experience gathering and documenting business requirements through stakeholder interviews and analysis of laws, regulations, and policy documentation.
- Knowledge of formal business process documentation and business analysis methodologies.
- Understanding of business modeling techniques and graphical process-flow documentation.
- Strong ability to develop requirements and use cases.
- Excellent written and verbal communication skills with strong proficiency in English.
- Ability to communicate effectively with executive management, line management, project managers, technical teams, and business stakeholders.
Preferred Qualifications
- General subject matter expertise in Medicaid or healthcare insurance environments.
- Experience with Medicaid Management Systems (MMS) in project or operational environments.
- Experience with Microsoft Project / Project Server.
- Experience working with healthcare eligibility, claims, or related government systems.
- Experience working with vendors and multiple stakeholder groups in complex healthcare IT environments.
