About the role

At the Bonneville Power Administration (BPA), we deliver reliable, clean, and affordable hydroelectric and nuclear power to millions of people across the Pacific Northwest. Our transmission grid is the backbone of the region's energy economy, and keeping it strong requires continuous evolution. As a Senior Business Analyst in our Business Transformation and Process teams, you will play a pivotal role in this mission. You will stand at the intersection of business strategy, technology, and organizational transformation, leading cross-functional teams to turn strategic goals into operational success.

Responsibilities

  • Lead High-Impact, Cross-Functional Initiatives: Head collaborative teams of multi-disciplinary experts to evaluate, shape, and execute complex business and infrastructure proposals from early-stage concepts to successful, long-term implementation.
  • Drive Prosci-Aligned Change Management: Design and execute comprehensive organizational change strategies using the industry-standard Prosci methodology, including training, communication, and coaching plans to ensure team buy-in across departmental lines.
  • Design and Reengineer Business Processes: Analyze workflows, identify operational bottlenecks, and design modern, technology-enabled processes to enhance organizational efficiency, resource utilization, and decision-making.
  • Perform Advanced Risk and Financial Analysis: Conduct deep-dive risk assessments and financial evaluations to predict project outcomes, optimize resource allocation, and implement project controls to ensure on-time, on-scope, and on-budget delivery.
  • Direct End-to-End Project and Portfolio Execution: Take ownership of project milestones, schedules, and deliverables, integrating active initiatives into the broader organizational portfolio and developing performance metrics to track success.
  • Coach and Advise Leadership at All Levels: Provide expert guidance and coaching to managers and senior executives to build strong leadership sponsorship for strategic transitions and empower teams through complex organizational shifts.
  • Integrate Cutting-Edge Technology Solutions: Collaborate with technology teams to identify, adopt, and integrate modern software applications and systems, ensuring seamless incorporation into daily workflows to support grid operations and infrastructure projects.
  • Champion Stakeholder Engagement and Influence: Build consensus, resolve conflicts, and cultivate collaborative relationships across the agency and with external partners. Present compelling, data-driven findings to executives to align solutions with the region’s energy strategy.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as:

  • Analyzing organizational structures, business processes, and project proposals to perform risk assessments, evaluate business cases, and manage execution milestones aligned with strategic portfolio objectives.
  • Utilizing structured change management frameworks to develop organizational transition plans, design training materials, and coach leadership and team members through complex business transformations.

Experience refers to paid and unpaid experience, including volunteer work (e.g., Peace Corps, AmeriCorps, community-based organizations). Volunteer work helps build critical competencies and can provide valuable training that translates directly to paid employment.
