Job Description & Responsibilities
The State Agency (AMA) is preparing for a major transition from a monolithic system to a modern system and platform. This project involves working with multiple vendors and may include various project methodologies. The project must comply with federal standards and regulations such as MITA, CMS Seven Conditions and Standards, OBC, Cures Act, and HITECH act.
The AMA is moving towards procuring software that meets business needs instead of custom software development. This requires the Business Analyst to be familiar with contracts, business processes, and requirements. The AMA is seeking a Senior Business Analyst to join the Medicaid Enterprise Systems (MES) team. The Business Analyst will collaborate with a dynamic team in a fast-paced environment. Key responsibilities include:
- Reviewing and approving artifacts related to the program, project, or software
- Interacting professionally with a diverse group of executives, managers, and subject matter experts
- Supporting business areas and ensuring they understand vendor-proposed solutions
- Working closely with vendors and the Project Management Office (PMO) vendor
Required Skills
- Understanding contract monitoring for development, configuration, and operational activities
- Reviewing and following processes and procedures for a program with multiple vendors
- Working with multiple vendors and multiple teams
- Reviewing program, project, or software artifacts developed by multiple vendors and commenting or approving
- Interacting professionally with a diverse group of executives, managers, and subject matter experts
- Performing standard project functions such as creating documents or presentations, scheduling meetings, producing meeting minutes, disbursing reports, tracking artifacts, issues, and action items
- Providing business and requirements oversight
- Understanding all phases of a project management and software development life cycle
- Supporting multiple software development methodologies or software configuration activities
- Assisting with CMS reporting and certification process
- Maintaining project assets, communications, and tracking items to completion
- Identifying and reporting on abnormalities or variances
- Excellent and effective stakeholder management skills
- Excellent written and verbal communications and presentation skills

Experience Required
- 7 years of experience as a Senior Business Analyst with 3 years working on business process modeling and management
- 5 years of experience in MMIS or domain knowledge of Medicare, Medicaid, or major healthcare payers
- 2 years of experience with multi-vendor projects
- Expert/advanced experience in using tools like Visio, MS Project, Office 365, Webex/Teams
Education Desired
- Bachelor's degree in business administration or another related field
