Position Summary
This position manages the operations of the Building Division within the Community Development Department and serves as the technical authority for administering Title 16 and associated titles of the Marysville Municipal Code including building and electrical plan review, inspections, and enforcement.
Responsibilities
- Oversees and directs the evaluation and inspection of buildings and other structures to determine compliance with the Washington State Building Code, Marysville Municipal Code, and other applicable standards
- Oversees the building and electrical plan review and inspection program and process; conducts building plan reviews and inspections
- Investigates and resolves complaints and code enforcement inquiries
- Consults with architects, engineers, designers, property owners, contractors, and others regarding building codes, building materials, zoning regulations, and related requirements
- Performs technical reviews of residential and commercial applications, construction plans, and specifications to ensure compliance with adopted construction codes; approves plans; issues building permits
- Provides information to the general public, contractors, and developers regarding construction code compliance and permit requirements
- Supervises assigned staff, including reviewing and approving timesheets; participates in the hiring process for new employees and promotional positions; prepares and issues probationary and annual evaluations, provides feedback on areas of deficiency, applies corrective action, leads goal setting, and completes routine check-ins with employees
- Administers ongoing performance management
- Makes recommendations and issues appropriate level of discipline when warranted (e.g. coaching, verbal warning, written warning)
- If assigned staff are represented, may hold Step 1 grievance meeting focused on resolution
- Manages and participates in developing and implementing program goals, objectives, policies, and priorities; recommends appropriate service and staffing levels; recommends and administers policies and procedures
- Prepares and recommends the division budget to the department director and collaborates with other department staff on updating permit fees
- Maintains and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses workloads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and implements improvements
- Develops and reviews staff reports, correspondence, and analyses; presents reports and analyses to the City Council, committees, and other entities as appropriate
- Investigates complaints regarding work performed without permits or licenses and inspects dilapidated buildings for health and safety issues
- Serves as the Building Division representative to City Council and other stakeholder meetings as necessary
Qualifications
- A combination of the experience, education, and training listed below, which provides an equivalent background to perform the work of this position
- Five (5) years of experience in building construction or inspection
- Two (2) years of supervisory experience, preferably overseeing a Building Division
- Bachelor’s degree in construction management, building construction technology, architecture, or a related field
- International Code Council (ICC) certification as a residential or commercial building inspector
- ICC certification as plans examiner
- Must possess, or have the ability to possess within one year of hire date, ICC certification as a Building Official
- Must possess, or have the ability to possess within one month of hire date, a Washington State Driver’s license
