Career Description

The Accounting Technician – Payroll/Transmittal Specialist serves under the direction of OCERS Member Services Manager and is responsible for interpreting statutes, regulations, and policies from both the 1937 Act and County MOU’s as it applies to transmittal processing. Flexible schedule does not apply to this position (No Flex-Time).

General Duties

  • Under minimal supervision, the Accounting Technician – Payroll/Transmittal Specialist performs highly specialized and responsible work in the area of plan sponsor transmittal reconciliation, and controls complex and varied accounting records and accounts.
  • Reviews, creates, and modifies complex spreadsheets.
  • Clears transmittal exceptions utilizing Pension Gold and AHRS software.
  • Interacts in a professional manner with representatives of other agencies and plan sponsors in accordance with the appropriate MOU and in accordance with the 1937 Act.

Minimum Qualifications

  • Three years experience in the maintenance and review of fiscal, financial or statistical records.
  • A working knowledge of Excel.
  • Good oral and written communication skills.
  • Knowledge of reconciliation practices, general payroll procedures, and accounts payable.

Additional Duties

  • Run transmittal discrepancy reports.
  • Resolve transmittal discrepancies by working closely with various County agencies and Plan Sponsor Human Resources departments.
  • Utilize Excel for: reviewing, creating, and modifying complex spreadsheets.

Desirable Qualifications

  • Three years of experience dealing with reconciliation practices and general payroll procedures.
  • Strong oral and written communication skills.
  • Proficient in Excel: reviewing, creating, and modifying complex spreadsheets are a critical function of this position.
  • Ability to understand, interpret and apply laws, statutes, rules and regulations pertaining to the retirement benefits system (1937 Act).
  • Excellent oral and written communication skills.
