Budget Analyst (Field)

This position is located in the Office of Field Operations. The incumbent provides assistance and program oversight to budget support and analysis functions for Field Operations.

Responsibilities

  • Serves as the Field Division’s primary resource on matters concerning administrative and training program budgets.
  • Prepares various reports, exhibits, analyses, numerous tables, and other material relating to budget estimates and justification.
  • Monitors the execution of the Field Division’s operational budget.
  • Analyzes annual budget submissions for the Field Division to assure consistency and compliance with established ATF, DOJ, and federal policies.
  • Duties will be developmental in nature when filled below the full performance level.

Requirements

  • Must be a U.S. Citizen or National.
  • Selective Service registration is required for males born on, or after, December 31, 1959. Those not registered should have an approved exemption on file.
  • May be required to serve a one-year probationary period.
  • Must be a current, permanent Department of Justice employee with competitive status or a CTAP/RPL eligible candidate.
  • Must pass drug screening and be subject to random drug tests.
  • Must be suitable for Federal employment as determined by a background investigation.
  • Must meet all applicable time-in-grade requirements by the closing of this announcement.
  • Financial Disclosure: If selected, you may be required to disclose financial information in accordance with DOJ and Federal ethics guidelines.

New employees hired pursuant to this vacancy announcement must sign a mobility agreement. Applicants who decline to sign a mobility agreement will be removed from the hiring process. This is a non-bargaining unit position.

Qualifications

GS-9: To qualify at the GS-9 grade level, candidates must have at least one year of specialized experience equivalent to the GS-7 level, including:

  • Demonstrated knowledge of budgeting policies and regulations;
  • Demonstrated knowledge of commonly used budget procedures;
  • Experience retrieving budget data;
  • Experience preparing budget-related reports and records.

OR successful completion of a master’s or equivalent graduate degree, or at least 2 full academic years of progressively higher-level graduate education leading to such a degree or an LLB or JD, if related. Transcripts are required.

OR a combination of education and experience as described above.

GS-11: To qualify at the GS-11 grade level, candidates must have at least one year of specialized experience equivalent to the GS-9 level, including:

  • Demonstrated knowledge of budgeting policies and regulations used to prepare division budget reports;
  • Experience analyzing the effects of budget changes;
  • Experience retrieving budget data;
  • Experience presenting and exchanging budget-related information in meetings.

OR successful completion of a Ph.D. or equivalent doctoral degree, or at least 3 full academic years of progressively higher-level graduate education toward a Ph.D. or LLM. Transcripts are required.

OR a combination of education and experience as described above.

GS-12: To qualify at the GS-12 grade level, candidates must have at least one year of specialized experience equivalent to the GS-11 level, including:

  • Demonstrated knowledge of budget policies and processes;
  • Experience using financial management systems (such as UFMS and Business Objects) to analyze financial reports;
  • Experience reviewing budget submissions to analyze fund statuses;
  • Experience presenting budget-related findings and recommendations to leadership.

To combine education and experience, convert each to a percentage and ensure the combined total equals at least 100%.

Skills

  • Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM) certification is preferred.
  • Experience using UFMS, Business Objects, or similar financial management systems is preferred.

Pay

Salary range is based on the Rest of U.S. locality. Salary will be determined by the assigned duty location. Locality-based tables are available at www.opm.gov.
