Budget Analyst / Budget Administrator

About the role

Works under the direction of assigned manager to prepare and coordinate the division's Operating and Capital Improvement Budget (CIP).

Maintains efficiency in all operations by reviewing requests for expenditures, analyzing financial resources, directing management staff in preparing budgets, monitoring data imputed into the budget system, and completing forecast/budget requests.

Administers all service center budgets, including General fund expenditures, Fleet service internal service fund expenditures, and consults with department heads to obtain budget information and advise on the budget process.

Prepares budget presentation materials and attends budget hearings to provide answers and support documentation. Reviews operating CIP expenditures to ensure conformance to budgetary limitations, monitors trends in spending, and recommends transfer of funds within accounts.

Prepares City Council resolutions for appropriation of CIP projects. Oversees financial/budgetary issues and information system needs for all service centers. Prepares and completes special projects, including assisting in developing budgets. Attends various meetings and conferences and makes presentations in support of division goals.

Maintains compliance with the City of Memphis' Travel Policy by monitoring and verifying available funds in the financial system and auditing travel expense reports.

Responsibilities

  • Monitor data imputed into the budget system and completed forecast/budget requests.
  • Plan and administer all service center budgets, including General fund expenditures, Fleet service internal service fund expenditures.

  • Use various computer software to prepare budget presentation materials and attend budget hearings to provide answers and support documentation.

Requirements

  • US Citizen, GC Holders or Authorized to Work in the U.S.

Qualifications

  • Bachelor's degree in Business Administration, Finance, Accounting, or closely related field.
  • Four (4) years' experience in administrative budget matters and/or contract preparation; or any combination of experience and training which enables one to perform the essential job functions.
  • Working experience using various computer software programs, such as Microsoft Office and Oracle, preferred.
