Responsibilities
- Provide financial management support in the areas of financial analysis, cost estimating, and program integration.
- Support the F/B Directorate Chief Financial Officer and the entire F/B PEO portfolio.
- Keep senior management informed of progress of programs and advise on significant financial developments.
- Determine appropriate financial recommendations for unresolved or questionable problems and perform follow-up.
- Perform daily verification of forecast accuracy in Web CCaR.
- Complete a monthly review of all MIPRs and MORDs to ensure validity and required documentation.
- Track and monitor F/B Directorate financial taskings, consolidate responses, and provide inputs for directorate review.
- Assist with the preparation of cost estimate waiver documentation in support of the divisions, directorate, and the PEO portfolio.
- Independently apply knowledge and experience in planning and executing the F/B Directorate PMA funding.
- Assist in executing the F/B Directorate PMA budget and conduct reconciliation of financial transactions.
- Avoid expiring year funds on a monthly basis, assist in building, consolidating, and reporting end-of-year close-out financial data and reports.
- Participate in discussions and meetings, serve on panels or committees, provide written reports and/or briefings, and present clear, concise, and well-structured presentations.
- Identify problems, attempt to resolve conflicts, and participate in special projects and initiatives.
- Monitor and evaluate division activities to determine compliance with applicable regulations, directives, procedures, and policies.
- Review processes and products for compliance with applicable financial regulations, directives, and law.
- Meet with key customers and coordinating officials to assess customer satisfaction, explain organization financial policy and procedures, and resolve significant problems.
- Support the development of, establish, and maintain financial control efforts to ensure compatibility of financial functions.
- Work with program managers to identify new requirements, identify funding sources, and correctly allocate appropriations according to policy.
- Generate required financial charts from Web CCaR.
Requirements
- Master's or Doctorate Degree in a related field with ten years of experience in the DoD, or
- Bachelor's Degree in a related field with 12 years of experience in the DoD, or
- Fifteen years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD.
Qualifications
- Proficient in financial systems and tools such as MOCAS, GAFS, SMART, PMRT, CRIS, ABSS, DTS, SDW, EDA, FMSuite, CCaR, and Web CCR.
- Proficient in Web CCaR with tasks including obligation and expenditure forecasting, reconciliation, loading budgets, preparing and initiating target loads and funding documents, specifically PRs, MORDs, MIPRs, AF Form 616s, POs.
- Proficient in FMSuite and perform tri-annual reviews.
- Expertise in monitoring the flow of USAF funds via Congressional actions, program authorization, budget authority using the USAF Congressional domain and AFM System.
- Knowledgeable in financial management guidance/regulations, including FMR 7000.14R, AFI 65-601 Vol. 1, Budget Guidance & Procedures, AFI 65-601 Vol. 2, Budget Management for Operations, AFI 65-508, Cost Analysis Guidance and Procedures, AFMAN 65-604, Appropriations Symbols and Budget Codes, and GAO, Fiscal Principles of Federal Appropriation Law.
- Working knowledge of MIPR and MORD policy and procedure.
- Proficient in preparing and briefing a monthly financial execution review.
