About the role

This position is responsible for preparing and loading the annual budget into the Iowa Advantage system, making necessary changes throughout the fiscal year to keep the budget balanced, and managing various financial documents and expenditures.

Responsibilities

  • Prepares and loads the annual budget into the Iowa Advantage system
  • Makes necessary changes in the system throughout the fiscal year to keep the budget in balance
  • Prepares monthly budget projections by forecasting revenues and expenses
  • Tracks large expenses including overtime, food, utilities, medical, etc.
  • Maintains internal controls of all expenditures
  • Completes pre-audit and approval of all expenditures that are being forwarded to the Department of Administrative Services – State Accounting Enterprise for payment
  • Assigns accounting codes so that expenses are appropriately categorized
  • Enters various financial documents into the Iowa Advantage system
  • Handles all expenditures and revenues for the miscellaneous account/offender groups
  • Maintains accounts to ensure they are not overspending and expenditures are valid
  • Prepares monthly statements
  • Tracks all revenues, collects cash, and ensures all cash controls are being followed
  • Performs weekly bank deposits and prepares necessary transmittals
  • Ensures proper accounting and coding of all revenue receipts
  • Prepares appropriate source documents for submission to the state treasurer and data entry to the Iowa Advantage system
  • Balances all local bank accounts monthly
  • Prepares annual institution GAAP (Generally Accepted Accounting Principles) report
  • Handles all fixed asset reporting and tracking including depreciation
  • Gathers all consumable inventories
  • Tracks vehicle depreciation balances held with DAS
  • Fills in for other positions during absences for vacation, sick leave, etc.
  • Provides assistance to state auditors during fiscal audit each year

Requirements

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to two years of full-time work in professional level budget analysis or fiscal management
  • Two years of full-time work experience in professional level budget analysis or fiscal management
  • A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience
  • Graduation from an accredited college or university with a master's degree in business administration or public administration
  • One year of full-time work experience in professional level budget analysis or fiscal management
  • A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Budget Analyst 1

Qualifications

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration
  • Two years of full-time work experience in professional level budget analysis or fiscal management
  • A total of four years of education and/or full-time experience (as described in number one)
  • Graduation from an accredited college or university with a master's degree in business administration or public administration
  • One year of full-time work experience in professional level budget analysis or fiscal management
  • A total of four years of education and/or full-time experience (as described in number one)
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Budget Analyst 1

Skills

  • Proficiency in using the Iowa Advantage system
  • Experience with budget analysis and fiscal management
  • Knowledge of Generally Accepted Accounting Principles (GAAP)
  • Ability to maintain internal controls and track expenses
  • Strong organizational and attention to detail skills
  • Ability to handle multiple tasks simultaneously
  • Excellent communication and interpersonal skills

Pay

The pay range for this position is $45,000 - $65,000 annually.

Schedule

The position is full-time and works a standard 40-hour workweek.
