BUDGET ANALYST.
Duties
Performing budgetary reviews and studies throughout assigned business line; performing analysis of findings to recommend budget funding amounts, timing, reprogramming of funds, and changes with program managers.
Reviews, analyzes, edits, and consolidates budget submissions including budgetary goals and timetables, and criteria for assessing program cost effectiveness in accordance with guidance.
Provides management with financial information such as: trend analyses of workyears, workload and unit costs rates of expenditures, and comparisons of actual performance to the financial plans and identification of variances.
Serves as a financial consultant to central and field site management on issues such as budgeting strategies and techniques.
Utilizes financial management products, resource distribution, program priorities, financial forecasts and projects, and development of annual financial plans.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.
Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Performing a variety of budget analysis functions and providing financial advisory services; assessing financial management functions; examining financial reports, records, and data.
