Responsibilities

This position is responsible for providing administrative support to the Director and Deputy Director of the Office of Procurement and Materials Management (OPAMM). In this role, they serve as the primary liaison and coordinator for all regulatory and compliance reporting.

  • Coordinating and managing the end-to-end development of Maryland Board of Public Works (BPW) agenda items. This includes preparing, reviewing, editing, and formatting detailed information for all Maryland Aviation Administration (MAA) contracts requiring BPW approval or reporting.
  • Requesting, verifying, and approving legally sufficient contract documentation. This includes managing payment and performance bonds, processing tax verifications and contract affidavits, and ensuring strict compliance with Minority Business Enterprise (MBE) participation forms and affidavits.
  • Developing and compiling comprehensive presentation packages regarding current MAA agenda items for the BPW Review group and upcoming BPW meetings.
  • Preparing and delivering high-level briefings for the Director of OPAMM and MAA Executive Leadership to support strategic decision-making.
  • Preparing reports regarding contracts that were approved by the BPW when requested by MAA Executive team or MDOT.
  • Responding to inquiries from contractors, vendors, suppliers, and other interested parties regarding projects, contract documents, schedules, and procurement procedures.

Qualifications

  • Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience: Four years of experience in administrative staff or professional work.
  • Must possess one year of experience managing the end-to-end development of Maryland Board of Public Works agenda items, including preparing, reviewing, editing, and formatting contract documentation for BPW approval or reporting.
  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
