Responsibilities
- Support day-to-day HR operations, employee documentation, onboarding, offboarding, and personnel file management.
- Aid in recruiting local employees and supporting hiring coordination for project and office roles.
- Assist with employee relations matters and provide guidance to employees and managers as needed.
- Maintain HR records, compliance tracking, employee forms, and internal documentation.
- Support payroll-related HR information, employee data, timekeeping follow-up, and internal reporting.
- Help ensure construction project compliance needs, including OCIP documentation, Davis-Bacon / certified payroll-related coordination, and labor compliance tracking as needed.
- Coordinate employee training, safety-related HR documentation, and internal training materials or course tracking.
- Work closely with leadership, project teams, and cross-functional departments to support workforce planning and employee communication.
- Help improve HR processes, documentation standards, and internal policies as the company continues to grow.
- Perform additional HR and administrative duties as assigned.
Qualifications
- Mandarin-English bilingual ability required.
- 3+ years of HR experience required.
- Prior experience in HR operations, HR generalist work, recruiting, employee relations, compliance, or payroll-related HR support preferred.
- Experience with TSMC OCIP, Davis-Bacon / certified payroll, construction compliance, or project labor documentation is highly preferred.
- Familiarity with Arizona labor law and general U.S. employment compliance preferred.
- Experience recruiting local employees or supporting E2 visa employee coordination is a plus.
- Experience creating or coordinating training materials, employee courses, or internal training programs preferred.
- Employee relations experience is strongly preferred.
- Cross-cultural work experience is a plus.
- Candidates who do not require company visa sponsorship are preferred.
- Strong communication, organization, confidentiality, and follow-through skills.
- Proficient with Microsoft Office, including Excel, Word, Outlook, and PowerPoint.
- Comfortable working on-site in a fast-paced construction / semiconductor project environment.
