About the role

The Oregon Department of Human Services (ODHS) Oregon Eligibility Partnership (OEP) team in Hillsboro, Oregon is seeking individuals with experience interviewing applicants to determine eligibility for programs and services through a trauma-informed lens. This role serves Oregon’s most vulnerable community members, offering meaningful work in a diverse and inclusive environment guided by our Equity North Star and RiSE organizational culture.

Preference will be given to bilingual (English & Spanish) candidates, though fluency is not required.

Responsibilities

• Interview applicants in-person and by phone to gather and assess information for benefits such as Supplemental Nutrition Assistance Program (SNAP), Long Term Care (LTC) services, Temporary Assistance to Needy Families (TANF), Employment Related Day Care (ERDC), and various Medicaid (health insurance) programs.
• Perform eligibility determinations, redeterminations, and periodic reviews.
• Assist customers in-person and over the phone who are receiving or applying for benefits.
• Communicate eligibility decisions to applicants.
• Provide person-centered services with a trauma-informed approach to identify needs.
• Ensure accurate and timely eligibility determinations.
• Foster a welcoming, inclusive work environment where everyone feels valued.
• Participate in professional development and ongoing cultural-awareness education.

Requirements

• One year of experience at the Human Services Specialist 1 level for the State of Oregon; OR
• Two years of experience working with the public, providing assistance and interpreting policies, rules, or guidelines; OR
• An associate degree in Behavioral Science, Social Science, or a closely related field AND six months of experience working with the public, providing assistance and interpreting policies, rules, or guidelines; OR
• An equivalent combination of education, training, and experience.

Skills

• Experience interviewing participants to gather and evaluate information for human service program eligibility.
• Ability to plan, prioritize, and organize work efficiently while maintaining accuracy and meeting deadlines.
• Adaptability and positivity in the face of change, including new processes, technologies, or organizational priorities.
• Proven ability to clearly explain rules, procedures, and complex information to customers in a professional and approachable manner.
• Experience developing collaborative relationships with colleagues and community partners that foster trust, inclusivity, and respect.
• Proficiency using multiple software systems to process data, resolve issues, and maintain accuracy.

Working Conditions

• Work schedule: 8 a.m. – 5 p.m., Monday – Friday.
• Work is conducted in-office and in-person at the Hillsboro ODHS office.
• May require prolonged sitting at a terminal or telephone.
• Interaction with a wide range of people, including those experiencing trauma, emotional distress, or financial hardship.
• Consistent attendance and flexibility are essential due to a dynamic environment with regular policy, program, and technical adjustments.

Background Checks

• Criminal history and background check required for finalists; adverse results may lead to disqualification.
• No visa sponsorship offered.
• Completion of the US Department of Homeland Security’s I-9 form within three days of hire; E-Verify will confirm work authorization.
• Driving record review may be conducted as part of the pre-employment background check if applicable.

Pay

Salary range: $4,519 – $5,988 per month.
