Behavioral Health Access Programs Administrative Lead

About the role

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified professional to serve as the primary administrative lead for DBHDS’ program oversight of Virginia’s key integrated behavioral health initiatives: the statewide Adult Psychiatric Access Line (APAL), Virginia's SAMHSA PIPBHC grant for the Collaborative Care Model (CoCM), and the statewide Virginia Mental Health Access Project (VMAP).

This position will represent DBHDS on various committees associated with APAL and/or CoCM, engaging with vendor and other stakeholders around planning and implementation. It involves extensive collaboration with state and federal agencies (such as SAMHSA), private and public entities, and professional organizations including the Medical Society of Virginia, American Medical Association, American Academy of Family Physicians, American Society of Addiction Medicine, and American Psychiatric Association.

Responsibilities

  • Act as the primary administrative lead for DBHDS’ oversight of integrated behavioral health programs (APAL, CoCM, VMAP).
  • Manage a diverse portfolio spanning both adult and pediatric populations.
  • Develop, implement, and review quality standards for behavioral health programs.
  • Coordinate program activities with the established APAL vendor and relevant stakeholders.
  • Provide internal and external contract administration and oversight, including quality oversight of vendor deliverables and metrics.
  • Analyze program data and serve on the data workgroup to ensure defined program metrics are met.
  • Engage in operational planning, including large-scale project implementation, procurement processes, contract management, and funding oversight.
  • Write reports using a variety of health data for program evaluation.

Requirements

  • Experience in operational planning, including large-scale project implementation and/or administrative oversight (e.g., procurement processes, contract management, and funding oversight).
  • Experience with report writing using health data for program evaluation.
  • Knowledge of emerging practices and effective systems of care for behavioral health.
  • Proficiency in Microsoft Windows, MS Word, MS Exchange, Outlook, Excel, PowerPoint, Access, and data software.
  • Strong administrative skills, including self-initiative, organization, time management, and discretion with minimal supervision.
  • Strong interpersonal skills and ability to establish and maintain effective relationships with diverse groups.

Pay

Hiring range: $65,290 - $90,100 (Pay Band 5).
