ATTORNEY SUPERVISOR

About the role

Under the general direction of the Assistant Chief Counsel, the Attorney Supervisor assists with supervising a group of attorneys involved in litigation and other legal activities. The incumbent may coordinate complex or major specialized areas in the Legal Division and/or have statewide responsibility for the Department's legislative program.

Responsibilities

• Assist the Assistant Chief Counsel in planning, organizing, directing, coordinating, and reviewing the work of a major legal section of a large legal office.
• Support the Assistant Chief Counsel acting as a legal advisor to top management.
• Prepare legislation and represent the Department before the Legislature.
• Formulate legal policy.
• Demonstrate proficient knowledge of civil litigation laws, regulations, trends, practices, and relevant codes (California Code of Civil Procedure, California Evidence Code, Federal Rules of Civil Procedure, California Government Code, California Insurance Code).
• Apply knowledge of law relating to public transportation issues, Federal Aid statutes, and California law on acquisition, financing, administration, and risk management.
• Supervise and/or manage professional legal staff, including planning, directing, coordinating, and reviewing their work.
• Act as or support legal advisor to top management, formulating legal policy and recommending strategic changes to meet organizational objectives.
• Handle research and analysis of transportation and business-related issues.
• Defend, pursue, and resolve civil and administrative cases in various forums, including administrative bodies, California Superior Courts, Appellate Courts, Supreme Court, Federal District Courts, Courts of Appeal, or the California state Legislature.

Requirements

• Possession of a valid driver’s license when operating a State-owned or leased vehicle.
• Active membership in the California State Bar (CA BAR). A copy of the license will be required prior to hire.
• Eligibility for hire may be determined by your score on the Attorney Supervisor exam. New candidates must be on the state examination list for eligibility.
• If basing eligibility on education, unofficial transcripts/diploma must be provided. Foreign transcripts/degrees require a U.S. equivalency evaluation report.

Qualifications

• Proficient knowledge of civil litigation laws, regulations, trends, and relevant legal codes.
• Knowledge of law relating to public transportation issues, Federal Aid statutes, and California law on acquisition, financing, administration, and risk management.
• Supervisory and/or management experience in a comparable agency, law firm, or within the Department, including knowledge of transportation, civil litigation, and current management principles.
• Breadth and variety of experience as an attorney or Attorney Supervisor in researching and analyzing transportation and business-related issues.
• Experience defending, pursuing, and resolving civil and administrative cases in administrative forums, California courts, Federal courts, or the California state Legislature.
• Ability to act as a legal advisor to top management, formulate legal policy, and recommend strategic changes.

Pay

$12,590.00 - $16,900.00 per month. New to State candidates will be hired at the minimum salary of the classification or minimum of alternate range when applicable.

A Statement of Qualifications (SOQ) is required. The SOQ must be no longer than three (3) pages and address how your experience meets the qualifications for Attorney Supervisor using the Duty Statement. Resumes and cover letters will not substitute for the SOQ.
