About the role

The Judicial Council of California is seeking an Attorney II to support the AB 1058 Child Support Commissioner and Family Law Facilitator Program. This position functions as the program subject matter expert for the judicial branch and provides legal advice and analysis specifically regarding child support laws and practices.

Responsibilities

• Provide legal guidance to the Family and Juvenile Law Advisory Committee of the Judicial Council through analyzing child support and family legal issues, determining how to present the legal issues for consideration, prepare drafts of a proposal (California Rules of Court and Judicial Council forms) for consideration, and preparing written reports and memorandum for consideration which frame the policy issues, provide analysis of legal issues, and assess the implementation and operational impact of the proposal on the courts.
• Judicial Branch AB1058 Child Support Commissioner and Family Law Facilitator Program liaison on child support issues to justice partners.
• Subject matter expert resource on child support issues and the title IV-D program for offices within the Judicial Council of California.
• Perform legal analysis and identify the need for education to Child Support Commissioners and Family Law Facilitators that will be developed for the statutorily required Annual AB1058 Child Support Training Conference and for program partners.
• Coordinate legal aspects of the legislatively mandated Statewide Uniform Review of Child Support Guidelines.
• Review and update online legal content on AB 1058 child support page and new Self-Help Guide, including creating content for all child support pages and information regarding remote appearance.
• Respond to inquiries from the courts, DCSS, the local child support agencies, the public, the legislature, and private attorneys regarding the child support program.
• Conduct legal research and provide legal counsel to the AB1058 Program Manager and CFCC management regarding issues of title IV-D child support.

Qualifications

• Education and Experience: Juris doctor and three (3) years of relevant post-bar legal experience as a practicing attorney. Work experience as a Law Clerk to a federal or state judge prior to formal bar admission will be considered qualifying experience.
• Licenses and Certifications: Current active membership with the State Bar of California prior to hire.
• Desirable Qualifications: Specialized knowledge of title IV-D child support program-related local, state, federal laws, contracts procedures and administration, regulations, rules of court, policies and practices; Operational knowledge of approved Child Support Calculator Software Programs; Ability to analyze and draft proposed legislation; Ability to interpret and carry out complex policy directives; Ability to establish effective working relationships with advisory committees, judges, court staff, legislative staff, and executive members of justice/program partner organizations.

Pay and Benefits

$13,383 - $16,058 per month. The posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027. Some highlights of our benefits package include:
