About the role

The Assistant Administrator of Patient Access is responsible for the strategic leadership, operational performance, technology optimization, and continuous improvement of all Patient Access functions across the El Paso County Hospital District, including University Medical Center, UMC Surgical Hospital, El Paso Children’s Hospital, ambulatory clinics, provider-based departments, remote locations, rural health facilities, and affiliated entities. Provides enterprise-wide oversight for registration, admissions, scheduling, insurance verification, authorization management, financial counseling, point-of-service collections, digital patient access platforms, patient navigation, customer service, enrollment, bed management support functions, and other patient access operations. Serves as the senior operational leader responsible for ensuring seamless patient access, revenue cycle performance, patient experience, and patient throughput across the District.

Responsibilities

  • Strategic leadership and operational oversight of Patient Access functions across multiple facilities and settings.
  • Enterprise-wide oversight for registration, admissions, scheduling, insurance verification, authorization management, financial counseling, point-of-service collections, digital patient access platforms, patient navigation, customer service, enrollment, bed management support functions, and other patient access operations.
  • Ensuring seamless patient access, revenue cycle performance, patient experience, and patient throughput across the District.
  • Leading complex initiatives through influence and partnership across a highly matrixed healthcare environment.
  • Building consensus, aligning stakeholders, and driving organizational change, frequently without direct reporting authority over key operational and clinical partners.
  • Collaborating with hospital executives, facility administrators, physician leadership, nursing leadership, operational leaders, care management, information technology, finance, compliance, managed care, and revenue cycle leadership to align patient access operations, technology platforms, and workflows with organizational goals and strategic priorities.

Minimum Job Requirements

Work Experience

  • Seven years of healthcare leadership experience in Patient Access, Revenue Cycle, Hospital Operations, or related healthcare operations leading multiple departments, facilities, or large operational teams.
  • Experience within a large integrated health system, academic medical center, public hospital, or multi-facility healthcare organization preferred.
  • Demonstrated success leading large-scale operational improvement, technology optimization, and revenue cycle initiatives.
  • Experience working effectively in complex matrixed organizations requiring significant collaboration and influence across departments and leadership teams.

License/Registration/Certification

  • Healthcare Financial Management Association (HFMA) certification.

Education

  • Bachelor's Degree in Healthcare Administration, Business Administration, Health Information Management, Finance, or related field required.
  • Master's Degree (MBA, MHA, MPH, or related field) required.

Skills

  • Extensive knowledge of Patient Access operations, healthcare revenue cycle processes, and hospital operations.
  • Strong understanding of patient throughput, clinical workflow integration, capacity management, and access management strategies.
  • Demonstrated ability to lead large-scale initiatives through influence, collaboration, and consensus building.
  • Proven ability to establish credibility and effectively partner with executives, physicians, nursing leadership, and operational stakeholders.
  • Exceptional communication, interpersonal, negotiation, and relationship-management skills.
  • Strong presentation and executive communication skills, including the ability to communicate complex operational and financial information to diverse audiences.
  • Strong analytical and data-driven decision-making skills utilizing dashboards, business intelligence tools, and operational reporting.
  • Ability to navigate complex organizational structures and successfully achieve results in a matrixed healthcare environment.
