About the role
This position is a mid-management classification and receives direction from Executive Management. This position develops and manages court budgets, tracks expenditures, manages procurement activities, including contract and grant negotiations, contract development and administration.
Responsibilities
- Plans, organizes, coordinates, and manages, directly and/or through subordinate personnel, the budget, general accounting activities, develops and monitors internal control audit programs, and the collections programs of the Court;
- Reviews, evaluates and interprets new legal requirements, laws and legislation affecting budgeting, accounting, and fine and fee collection responsibilities for Court programs;
- Makes recommendations for improvements to existing policies and procedures;
- Monitors and evaluates the affect of legal and procedural changes related to the budget, accounting, fiscal reporting and related activities;
- Develops, implements and interprets budgeting and accounting policies and procedures, ensures that financial policies and procedures are in accordance with applicable laws, requirements and professional accounting and reporting practices;
- Prepares, manages and participates in the preparation of the Court’s annual budget including: estimating expenditures, projecting revenue, consolidating division budgets; preparing monthly cash flow analyses, and ongoing financial reporting required by the Administrative Office of the Courts;
- Prepares monthly management reports as requested by Executive Management;
- Supervises and evaluates personnel; participates in and recommends employee selection, promotions, disciplinary actions and performance evaluations;
- Evaluates needs and implements plans for specialized training for personnel.
Requirements
- Any combination of education, training and/or experience which substantially demonstrates the following knowledge, skills and abilities:
- Knowledge of organization and functions of court/local government with emphasis on the budgeting and accounting aspects;
- Project management, including project planning, scheduling and control mechanisms;
- Variety of accounting standards, such as Generally Accepted Accounting Principles (GAAP); Generally Accepted Auditing Standards (GAAS); Governmental Accounting Standards Board (GASB); State Controller’s Office (SCO), and other regulatory agencies;
- Accounting procedures for various types of funds and account groups;
- Methods and procedures of governmental budget preparation and control;
- Financial statement preparation;
- Managing year-end financial activities in a governmental environment;
- Understanding of accounting methods pertinent to accounts receivable and accounts payable;
- Methods and techniques utilized in competitive procurement activities, including contract negotiations, development and maintenance;
- Developing grant documentation for funding requests; creating and monitoring grant budgets and grant reporting;
- Principles and practices of supervision and management.
Skills and Abilities
- Analyzing, identifying and correcting discrepancies or errors in financial or statistical documents;
- Reviewing work for accuracy and procedural correctness;
- Reading, interpreting and applying oral and written financial policies and procedures, laws, rules and regulations;
- Proficiency with personal computers, spreadsheets, database and word processing programs;
- Operating a calculator, computer terminal and other office equipment;
- Establishing and maintaining effective working relationships and providing courteous customer service;
- Developing and implementing goals, objectives, policies, procedures, and work standards;
- Selecting, motivating, and evaluating employees and providing for their training and development;
- Following detailed oral and written instructions;
- Preparing financial and statistical summaries;
- Promoting team building relationships within the Court;
- Communicating effectively both written and orally.
