Job Description
The Assistant HR Director assists the Human Resources Director in managing and overseeing the Human Resources Department, including supervising and managing employees, making policy and practice recommendations and decisions, and managing projects. They serve as the Human Resources Director in the Director's absence.
Essential Job Functions
- Assists the Director in the daily administration of Human Resources Department, as directed or assigned.
- Assists in establishing policies and procedures which positions the City as an employer of choice; reviews employee personnel policies; recommends changes to policies; and interprets policies for employees and management.
- Manages the day-to-day operations of the Human Resources Department, provides general direction; plans, organizes, staffs, and directs the daily activities.
- Acts as coach and mentor to employees; provides constructive and timely direction, correction, and performance evaluations to direct reports.
- Oversees all activities relating to the administration and maintenance of compensation, employee benefits and leave programs, and wellness programs.
- Oversees all activities related to performance management, employee training, compliance and employee development.
- Oversees departmental projects as assigned.
- Facilitates team building and engagement activities for department staff.
- Conducts the ADA interactive process, including providing guidance and partnering with the legal department and directors of appropriate recommendations.
- Participates in and prepares appropriate staff for unemployment hearings.
- Captures and coordinates and oversees organizational training and development initiatives.
- Conducts or assigns internal investigations, as directed.
- Maintains knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management; identifies trends that could affect organizational objectives.
- Performs other duties as assigned.
Minimum Education and Experience
- Requires a Bachelor's Degree in a course of study related to the occupational field, supplemented by five years of related experience in Human Resources, including at least three years managing employees; or an equivalent combination of education, training and experience.
- Previous experience in municipal government is preferred.
- Possession of a valid Class D Driver's License issued by the State of Oklahoma required.
Physical Requirements
- Tasks involve the ability to exert minimal physical effort in sedentary work, typically involving some combination of balancing, feeling, handling, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, walking and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 10 pounds).
- Tasks may involve extended periods of time at a keyboard or workstation.

- Sick Leave: Eight hours per month up to a maximum of 1,040 hours (130 working days).
- Life Insurance & Long-Term Disability: The City pays the entire premium for a term life insurance policy, as well as a long-term disability benefit that replaces part of your salary if you become unable to work for several months. The life insurance is equal to the employee’s annual salary.
