About OATH
The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding more than 250,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution, which provides mediation and restorative‑justice support to City government agencies and the public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.
Responsibilities
- Review and respond to Freedom of Information Law (FOIL) requests, subpoenas, and other record requests.
- Develop and maintain expertise in FOIL through review of case law and advisory opinions.
- Maintain agency compliance with Identifying Information Laws and address privacy issues.
- Maintain agency compliance with Chapter 68 and address ethics issues.
- Prepare agency reports and serve as Parliamentarian for meetings.
- Review, prepare, and interpret legal documents.
- Provide legal advice and draft memoranda.
- Identify and research new or evolving legal issues.
- Liaise and collaborate with the NYC Law Department and other City agencies.
- Maintain a high degree of professionalism and perform special projects as requested by the General Counsel.
- Review policies and procedures, provide legal guidance to management, and work with Law Department litigators on state and federal lawsuits involving OATH.
Qualifications
Admission to the New York State Bar and four years of recent full‑time, responsible, relevant, satisfactory legal experience subsequent to admission to any bar, including at least eighteen months supervised by other attorneys in an administrative, managerial, or executive capacity, or performing highly complex and significant legal work. Incumbents must remain members of the New York State Bar in good standing for the duration of employment.
Preferred Skills
- Familiarity with administrative proceedings (preferably with OATH), judicial proceedings, court processes, and/or state or municipal government.
- Experience working within a government agency and/or in an in‑house capacity.
- Basic knowledge of, or interest in, transactional law, rulemaking, and/or municipal law.
- Strong oral communication skills, including the ability to liaise with internal staff and external stakeholders.
- Excellent writing, communication, interpersonal, analytical, research, problem‑solving, multitasking, and organizational skills.
- Proficiency with Microsoft Word, Excel, and Outlook.
Pay
$113,575.00 – $113,575.00 per year.
Residency Requirement
New York City residency is not required for this position.
