Assistant Engineer / Engineer Trainee SG-18/20
This position is located in the Department of Engineering’s Office of Design at the Authority’s Administrative Headquarters.
About the role
The candidate should be knowledgeable of current New York State design standards, procedures, and specifications, including the Project Design Manual, Standard Specifications, Bridge Manual or Highway Design Manual, AASHTO LRFD Bridge Design Specifications or AASHTO Green Book, Standard Sheets, and/or Bridge Detail Sheets. Proficiency with MicroStation and InRoads is preferred.
Responsibilities
- Provide professional engineering design services for various bridge repair, rehabilitation, and reconstruction projects of varying complexity in support of the Capital Program.
- Prepare design reports/studies, plans, specifications, engineer’s estimates (PS&E), design calculations, and other technical elements of a bridge or highway project.
- Prepare scopes of services, track progress of projects, and evaluate consultants.
- Provide construction support as projects progress through construction.
Qualifications
Minimum qualifications for the following titles:
- Engineer Trainee (Civil/Transportation) SG-18:
- A bachelor’s degree or higher in engineering or engineering technology as listed below.
- OR proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND one year of full-time qualifying engineering experience as listed below.
- Assistant Engineer (Civil/Transportation) SG-20:
- Proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND a qualifying bachelor's degree or higher as listed below.
- OR proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time qualifying engineering experience as listed below.
- Transfer candidates (SG-16 or above for Engineer Trainee; SG-19 or above for Assistant Engineer):
- Current New York State employee with one year or more of qualifying permanent service and eligible for transfer under Section 70.1 of the NYS Civil Service Law.
- Must have proof of passing the NCEES Fundamentals of Engineering Examination (FE).
Individuals appointed as an Engineer Trainee must complete one successful year in the traineeship regardless of when they obtain their Fundamentals of Engineering Examination (FE).

Qualifying Experience
One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities.

Pay
The salary range for this position includes:
- Base Pay Range: $64,427 – $100,979
- Recruitment & Retention Pay: $7,000
This position may be filled as a traineeship with the following starting salaries:
- $64,427 (Trainee 1, equated to SG-18)
- $71,356 (Journey Level, SG-20)
For current New York State employees, salary is based on the candidate’s salary at the time of hire.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment. At a future date, employees hired under NY HELPS will have their non-competitive employment status converted to competitive status without examination.
