Responsibilities
- Oversee the workflow of the Human Resources Unit, identifying opportunities to create efficiencies and improve service to employees and managers.
- Manage areas including payroll, FMLA, Workers Compensation, benefit functions, compensation, classification, employee selection, and labor functions.
- Focus on process improvements and organizational efficiency.
- Serve as the department’s liaison to other state department personnel offices.
- Participate in statewide HR Director Meetings and represent the Department on statewide teams and initiatives.
- Oversee the DOC Human Resources representation and involvement in the State’s MOVERS project to ensure knowledge transfer to DOC staff.
- Cultivate a positive and efficient work environment through collaboration with DOC leadership and communicate changes to both local leadership and the workforce.
- Oversee the department’s utilization of MoCareers as an online application system for candidate selection and processing, ensuring the best candidate experience.
- Initiate training related to MoCareers for personnel staff in the central office and in the field.
- Monitor data collected from MoCareers and provide reporting to division leadership.
- Coordinate with the Department’s recruiting section as needed.
- Lead a team in setting objectives, benchmarks, timelines, and deadlines, creating effective strategies and deliverables, and measuring outcomes.
- Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources and employment law, communicating changes to the Executive Team.
- Direct or assist in policy development, program planning, and evaluation of policy or organizational changes.
- Participate in the development, implementation, and interpretation of new or revised programs, departmental, or legislative initiatives.
- Review and revise programs to ensure compliance with laws, regulations, policies, plans, and procedures.
- Review and prepare fiscal note responses related to assigned areas of expertise.
- Participate in budget development, monitor expenditures, and recommend cost-saving measures.
- Select, train, supervise, and evaluate staff.
- Perform other related work as assigned.
Requirements
- 5 or more years of relevant experience.
- Strong leadership and communication skills.
- Ability to maintain discretion and the highest ethical and professional standards while managing confidential information.

- Excellent at managing workflow for multiple projects with minimal oversight in a fast-paced environment.
- Highly organized, self-directed, and action-oriented, with the ability to work with team members at all levels.
- Demonstrated record of managing targets, goals, and timelines.
- HR certifications, advanced degrees, and demonstrated experience in process improvement are considered a plus.
- Excellent people management skills, with the ability to motivate and develop a team.
- Comprehensive knowledge of the principles and practices of public personnel administration.
- Comprehensive knowledge of federal and state laws, rules, and regulations about public personnel administration.
- Comprehensive knowledge of current social, economic, and related issues in the field of human relations.
- Comprehensive knowledge of individual and group behavior, emphasizing workforce diversity.
- Comprehensive knowledge of managerial techniques and administrative practices.
- Ability to review, analyze, interpret, and prepare federal or state laws, rules, regulations, policies, and procedures.
- Ability to testify as an expert witness.
- Ability to evaluate and coordinate assigned programs and services to ensure compliance with applicable laws and regulations.
- Ability to establish and maintain effective working relationships with departmental officials, legislators, staff, and the general public.
- Ability to analyze and evaluate policies and operations, and formulate recommendations.
- Ability to provide leadership and supervision to professional, technical, and related program staff.
- Ability to manage change, provide program management, and achieve results.
- Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency.
Pay
- Guaranteed 1% pay increase for every two years of continuous service up to 20 years.
- $2.00 per hour shift differential if assigned to a shift that begins on or between 12:00pm (noon) and 5:00am at a 24/7 congregate care facility.
- $0.75 per hour medium security or $1.50 maximum security differential if working full-time at a qualifying facility.
- $1.00 per hour restrictive housing differential if assigned a regular post within a restrictive housing/segregation unit at any facility.
