About the role

The Assistant Director- Design Engineering will lead a team of professional engineers. They will provide engineering peer reviews for mechanical, electrical, plumbing and civil designs, consulting services to other Facilities Services units, other departments in UCSF, and assigned UCSF contractors and sub-contractors. They will coordinate and evaluate requested installations, maintenance, modification, system overhaul, service and repair of mechanical / plumbing systems, assist in monitoring and evaluating energy and utility consumption, and provide the required recommendation to meet the department’s energy efficiency goals.

Responsibilities

  • Provides management oversight to professional engineering staff engaged in physical planning and construction to include civil, electrical and mechanical specialties. When necessary, performs technical responsibilities of Engineering team.
  • Participates in long-range and short-range planning activities of the department, contributing broad facilities knowledge.
  • Covers the effort of providing consulting services to other Facilities Services units, other departments in UCSF, and assigned UCSF contractors and sub-contractors.
  • Coordinates and evaluates requested installations, maintenance, modification, system overhaul, service and repair of mechanical/plumbing systems.
  • Aids in monitoring and evaluating energy and utility consumption.
  • Ensures the coordination, supervision, and performance of all activities within the unit necessary to the short- and long-term operational goals and objectives.
  • Oversees involvement on all construction projects and programs in coordination with chief architects, chief engineers, contractors and local committees and staff members, as a senior assistant to the Facilities Director or Facilities Assistant Vice Chancellor.
  • Establishes parameters and develops criteria for project design.
  • Ensures all engineering operations are in compliance with internal and external regulatory procedures and reporting requirements.
  • Provides recommendation to meet the department’s energy efficiency goals.
  • Interacts with engineers that are designing buildings and utilities for campus construction projects.
  • Provides written documentation of technical review items for construction plans and specifications.
  • Communicates complex technical issues and work to achieve goals.
  • Provides direction to commissioning engineers, contractors and inspectors in the solution of the most complex problems arising during construction.
  • Manages, often through subordinate supervisors, the coordination of activities of a department with responsibility for results in terms of costs, methods, and employees.
  • Develops Engineering initiatives to meet current and future needs of the campus.
  • Represents the unit and / or director at meetings and conferences in matters related to engineering design, maintenance and financial requirements.
  • Drives improvements for all systems and utilities covered by the mechanical, electrical, and civil engineering disciplines.
  • Collaborates with contractors, facilities, and chief architects to coordinate the physical planning, construction programs, and operations and maintenance programs.
  • Establishes engineering staffing and resource plans to meet objectives in a timely manner.
  • Aids in the funding effort for the recommended projects and program improvements.
  • Performs routine field investigations and review work of professional engineering staff engaged in construction project design or physical planning.
  • Develops and / or reviews engineering proposals, policies, projects and presentations.

  • Develops and monitors operational and budget processes, staff FTE, finance, human resources, and space planning.
  • Manages a team of engineering professionals.
  • Makes sure the work completed by the professional engineer team meets quality standards.
  • Hires, trains, manages performance issues, and recommends corrective action when needed.
  • Ensures department alignment with all approved policies and procedures.
  • Serves as Facilities Services key interface to outside engineering consultants.

    Qualifications

    • Bachelor's degree in Mechanical Engineering or related field with 10+ years of experience and/or equivalent combination of education and experience.
    • Professional Engineering License.
    • Expert knowledge of OSHA, Environmental, Health and Safety Management regulations as they relate to design and execution of project and incorporating sustainable development practices.
    • Extensive knowledge of engineering applicable building codes and regulations.
    • Broad knowledge associated with the planning, design and implementation of engineering systems in a plant environment such as construction of engineering systems serving bio-medical research facilities including vivarium, A/BSL-2 and 3 laboratories, Central utility plants and multi-use spaces.
    • Demonstrated ability to lead, motivate and influence others.
    • Demonstrated advanced interpersonal skills to effectively interact with senior management, peer level managers and outside contacts on matters of significance.
    • Strong ability to prioritize and oversee initiatives for unit in order to achieve goals and objectives.
    • Strong ability to work in a highly collaborative manner; readily assess complex challenges and barriers and recommend effective resolutions.
    • Master’s degree in Mechanical Engineering or equivalent.
    • Certificates in engineering management and specialty areas covered by the various engineering disciplines being managed preferred.
    • Broad knowledge of campus human resources, fiscal, and budgetary policies and procedures.
    • Strong knowledge of internal and external regulatory compliance relative to engineering construction management.
    • Demonstrated ability to simultaneously coordinate a large number of projects, of varying size, type, and complexity.
    • Extensive work experience in educational research universities or institutions and demonstrated collaboration with researchers and university officials in solving complex problems and providing engineering guidance using applicable principles, practices and procedures.
