About the role
The Resident Engagement (RED) Department at the New York City Housing Authority (NYCHA) seeks an Assistant Director to lead strategic initiatives, supervise units, and ensure compliance with federal regulations. This role requires strong leadership, analytical, and operational skills.
Responsibilities
- Drive RED’s strategic initiatives to improve policy alignment, service delivery, and resident participation.
- Supervise Unit Managers overseeing the Strategy, Policy & Procedure Unit, and the Tenant Participation Activity (TPA) Unit.
- Oversee development and implementation of engagement policies, procedures, and compliance frameworks.
- Manage the administration and compliance of Tenant Participation Funds in alignment with HUD federal regulations.
- Develop standardized processes, tools, and protocols to support high-quality engagement across developments.
- Establish and monitor performance indicators to measure RED’s impact.
- Collaborate with NYCHA departments including Operations, Asset & Capital Management, IT, Healthy Homes, and Resident Initiatives on resident facing programs.
- Oversee technical assistance, leadership development, and training for resident associations.
- Ensure compliance with applicable HUD regulations, including 24 CFR Part 964.
- Lead consistent interpretation of Resident Association bylaws and guide bylaw amendment processes.
- Oversee assessment and coordinated follow-up of Resident Association complaints.
- Represent NYCHA and RED in engagements with residents, agencies, and external partners.
Requirements
- A baccalaureate degree issued upon completion of a course of study registered by the University of the State of New York and seven (7) years experience in an executive or administrative capacity in a large community agency having or supervising at least 25 professional employees; or
- A master's degree or 30 graduate credits in group work, community organization, recreation, physical education and six (6) years experience of the type described in (1) above; or
- A satisfactory equivalent combination of education and experience.
Preferred Skills
- Leadership experience in resident engagement, community development, public service, or a related field.
- Proven ability to lead teams, manage complex projects, and deliver strategic and operational results.
- Experience developing policies, systems, and frameworks for large-scale programs.
- Strong understanding of regulatory, compliance, and governance requirements.
- Skilled in stakeholder engagement, consensus-building, and navigating complex organizations.
- Demonstrated commitment to equity, inclusion, and serving diverse communities.
- Excellent project management, analytical, organizational, and communication skills.
- Knowledge of NYCHA operations and/or public housing systems preferred.

Pay
$75,443.00 – $110,000.00
Schedule
NYCHA operates on a standard 40-hour workweek.
