About the role

The Assistant Commissioner, Operations will lead the Energy Management team's Operations Unit, responsible for implementing energy efficiency, clean energy, fossil fuel phase-out, and electrification projects across the city. This includes overseeing a team of approximately 50 full-time staff members and ensuring compliance with legal mandates.

Responsibilities

  • Develop and execute on a large portfolio of energy conservation projects in city-owned properties to achieve citywide GHG reduction goals and energy savings.
  • Lead the development of new programs including deep retrofits with guaranteed energy performance outcomes, low-energy design and construction, citywide energy efficiency building services, and operations and maintenance plans.
  • Develop tools to assess, implement, and evaluate existing program services and advance implementation strategies for integrating new approaches and best practices into the program portfolio.
  • Oversee the Agency Planning & Implementation (API) Team, Building Optimization Team, Capital Project Implementation, Clean Energy and Innovation Team, and Technical Operations Team.
  • Create an effective culture of communication that promotes employee engagement, interaction, and recognition.
  • Advise on strategic matters and other issues affecting the division, including procurement, budget, policy, communications, and strategic initiatives.

Requirements

The Assistant Commissioner must have:

  • A baccalaureate degree and at least 4 years of satisfactory, full-time experience in an administrative, managerial, or executive capacity, with at least 18 months of supervisory experience.
  • Experience managing building energy efficiency programs, preferably at a utility, municipality, or private real estate portfolio owner/operator.
  • Experience in the planning, design, and construction of energy efficiency retrofits in various buildings.
  • Proficiency in energy analysis and modeling methodologies, including evaluation of energy cost savings, avoided GHG emissions, and interactive effects.
  • A degree in engineering, architecture, or construction management.
  • Credential as a Certified Energy Manager (CEM) or Professional Engineer (PE).
  • Strong quantitative and data analysis skills, including proficiency in Microsoft Excel.
  • Strong written and verbal communication skills.
  • Strong organization and project management skills.
  • Experience leading and directing high-performance teams, with a minimum of three years of supervisory experience or leading matrixed teams.
  • A high level of productivity: able to handle multiple responsibilities simultaneously.
  • Excellent relationship management skills.

Qualifications

  • At least five (5) years of experience in the planning, design, and construction of energy efficiency retrofits in buildings.
  • Proficiency in energy analysis and modeling methodologies.
  • A degree in engineering, architecture, or construction management.

Pay

The Assistant Commissioner, Operations will receive a competitive salary commensurate with experience and qualifications.

Schedule

The Assistant Commissioner, Operations will work a standard Monday through Friday schedule.
