Assistant Commissioner, Program Development and Compliance
About the role
The Assistant Commissioner of Program Development and Compliance in the Bureau of Solid Waste Management (SWM) is a new position within the New York City Department of Sanitation (DSNY).
Responsibilities
- Overseeing all regulatory compliance requirements for permits held by SWM, including required reporting, modifications, and applications, as well as ensuring compliance by its contracted vendors, both with contractual requirements and applicable city, state, and federal rules and regulations, including coordination with other city agencies.
- Leading multiple, major procurement and contract actions over the next 10 years in support of implementing SWMP26, including the future contracts for metal, glass and plastic and paper recycling as well as for MSW capacity. As part of this work, the Assistant Commissioner will monitor regional and accessible developments in technology and capacity for the management of solid wastes in coordination with Agency Executives.
- Leading the development and negotiations for inter-agency agreements such as for public or commercial use of facilities under DSNY jurisdiction.
- Advising on policies, programs, and regulations under development at the city, state, and federal levels that relate to solid waste management and resource recovery.
Requirements
- Master's Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Political Science or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position;
- Bachelor's degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, executive, or supervisory capacity; or
- A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive, or supervisory capacity.
Preferred Skills
- Six (6) years of full-time satisfactory experience in contract writing and negotiations, regulatory reporting and filings for permits and applications, applying land use rules to NYC projects, and interagency coordination, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
- Familiarity with the solid waste management industry broadly and the New York City system specifically including applicable regulations.
- Experience in directly managing $500 million plus annual budgets.
- Experience in solid waste regulatory compliance, policy development, finance, operations, or a similar field.
- Proven managerial ability at least three years of progressively increasing supervisory responsibilities.
- High level analytical skills and ability to present data and trends in a useful manner.
- Ability to communicate highly complex and technical matters clearly and succinctly.
- Ability to work under intense pressure and coordinate staff in efforts to meet restrictive deadlines.
- Dynamic leadership skills and experience leading a team with varying and diverse skills set.
Qualifications
- A minimum of 18 months of experience in an administrative, managerial, executive, or supervisory capacity.
- A Master's Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Political Science or a related field, or a Bachelor's degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
