About the Role

The Area Property Manager (APM) oversees operations of assigned properties by advertising and filling vacancies, negotiating and enforcing leases, and maintaining and securing premises. The APM ensures properties are effectively maintained within budgeted parameters and that projects comply with applicable regulations, including Section 42, HUD 4350, the property-specific LURA, and any state or federal regulations governing the project. This role provides leadership, training, and resources to onsite staff, mitigates compliance risks, and maintains physical assets through inspections. The APM will serve as the Property Manager for up to three properties in a designated area or city.

Responsibilities

  • Ensure compliance with applicable regulations, including Section 42, HUD 4350, property-specific LURA, and state/federal regulations.
  • Provide support to Property Managers and Regional Property Managers to maintain properties according to Eureka Standards.
  • Maintain Enterprise Income Verification (EIV) according to company policy.
  • Adhere to the Property Manager Job Description when acting in that capacity.
  • Assist in maximizing revenue and Net Operating Income (NOI).
  • Support revenue collection and posting to ensure delinquent residents proceed to eviction per company policy.
  • Train and motivate onsite staff to achieve operational goals for each assigned property.
  • Assist with audits to ensure lease files are complete and all lease-related documents comply with program requirements.
  • Conduct on-site exterior and interior inspections to maintain properties according to Eureka standards.
  • Review Preventative Maintenance and provide suggestions to the Regional Manager or Vice President.
  • Report all liability and property incidents to the corporate office immediately.
  • Travel 50% of the time or more between properties.
  • Inspect units and grounds regularly and address issues promptly.
  • Perform other duties as assigned.

Requirements

  • Minimum of 3 years of experience with LIHTC, Project-Based Section 8, and HUD programs.
  • Bachelor’s Degree from an accredited college or university (preferred).
  • Certified Occupancy Specialist (COS) certification (may be obtained within one year of hire; must maintain for duration of employment).
  • Bilingual skills (preferred).
  • Access to reliable transportation and ability to travel extensively between sites.

  • Work may be performed indoors or outdoors and may expose the employee to adverse weather conditions.
  • Noise levels in the work environment may range from moderate to high.
