About the Section

The mission of the Western Regional Branch Office is to assist local governments within the Western Region with preparedness, response, recovery, and mitigation activities on a day-to-day basis and during emergencies, incidents, and events.

About the role

This Area 12 Coordinator position serves as a liaison and representative between the NC Division of Emergency Management (NCEM) and NCEM Area 12 consisting of Ashe, Avery, Caldwell, McDowell, Mitchell, Watauga and Yancey counties.

Responsibilities

• Evaluating local government Emergency Management programs.
• Identifying weaknesses related to disaster mitigation, preparedness, response, and recovery.
• Assisting local governments in the development of capabilities to address and strengthen identified areas of weakness.
• Serving in a primary response capacity for the Division, including responding routinely to emergencies and disaster situations in the assigned area or statewide.
• Working from a home office with limited regular supervisory oversight from the Western Regional Branch Manager.
• Being subject to dispatch to serve as a responder to an affected county anywhere in the state or to be sent on a response mission to another state through the Emergency Management Assistance Compact.
• Serving on-call for emergency/disaster response on a 24-hour/day basis and acting as on-call duty officer for the Western Regional Branch Office for a one-week period on a rotating schedule.

Note: While the Western Regional Branch Office is in Hudson (Caldwell County), NC, the Area 12 Coordinator must live in-state within the assigned area of Ashe, Avery, Caldwell, McDowell, Mitchell, Watauga or Yancey counties; or currently live in-state within a contiguous county of NCEM Area 12; or currently live in-state within twenty-five (25) miles of NCEM Area 12; or be able to relocate within 180 days of hire.

Requirements

Bachelor’s degree from an appropriately accredited institution and three years of experience in directing the operations of a governmental or military agency, including one year of experience in emergency planning or response operations; or an equivalent combination of education and experience.

Qualifications

• Experience in the preparedness, response, recovery and mitigation phases of emergency management during disasters and emergencies.
• Knowledge of emergency management laws and policies at the Local, State, and/or Federal levels.
• ICS 100, 200, 300, and 400 level certifications and All Hazards Incident Management Team (AHIMT) training and/or certifications and credentials.
• Incident response experience (All Hazards).
• Experience using common emergency management applications such as WebEOC, NC Terms, and/or ESRI AGOL Tools.
