Animal Cruelty Investigator

Harris County Public Health (HCPH) seeks a dedicated individual to join our team of public health professionals. HCPH serves approximately 2.3 million people in unincorporated Harris County through various services including medical and dental services, community programming, and health education. Responsibilities

• Provide direct customer service to the public and animal owners.
• Use Chameleon Animal Care Software or learn within six months of employment.
• Manage and handle animals safely and ethically, including those with medical conditions and behavioral issues.
• Ensure compliance with local, state, and federal laws regarding animal welfare and protection.
• Conduct thorough investigations, gather evidence, interview witnesses, and document findings to support legal actions.
• Communicate effectively with the public, law enforcement, attorneys, and provide clear, concise case reports.
• Apply principles of equity, diversity, and inclusion to promote fair access to resources for healthier communities.
• Collaborate with communities to address systems and policies affecting health.
• Lift and restrain large animals (up to 50 lbs) into an Animal Control vehicle.

Requirements

• High school diploma or G.E.D. equivalent.
• At least one (1) year of paid work experience providing direct customer service.
• Working knowledge of Chameleon Animal Care Software or the ability to learn within six (6) months of employment.
• Working knowledge of breeds, diseases, medical conditions, and animal handling and behavior.
• Valid Texas Driver's License.
• Complete the Department of State Health Services' Basic Animal Control Officer's Certification within one (1) year of employment.
• Complete the necessary FEMA ICS Training required for the department within six (6) months of employment.
• Knowledge of Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).
• Ability to remain calm, composed, and professional in emotionally charged situations involving distressed animals or difficult cases.
• Understanding of local, state, and federal laws regarding animal cruelty, animal welfare, and animal protection.
• Knowledge of common animal health conditions, injury identification, and general care practices to recognize signs of abuse or neglect.
• Strong verbal and written communication abilities to interact with the public, law enforcement, attorneys, and provide clear, concise case reports.
• Data Analytics and Assessment Skills, Communication Skills, Health Advancement Skills, Community Partnership Skills, and Public Health Science Skills.
