Analyst, Senior (People (CVN &TMS))

About the role

This program provides readiness and sustainment support to improve operational availability and mission effectiveness for a U.S. Navy customer while controlling cost and optimizing constrained resources. The work uses collaborative, data-driven operating models that include end-to-end readiness ecosystems (operations, maintenance, engineering, supply chain, manpower/training, and financial management). AI-enabled approaches are a desired element to improve the speed, scale, and consistency of analysis and decision support.

The role involves producing readiness assessments and decision-support products; establishing and maintaining consistent readiness metrics and reporting; and integrating data from multiple authoritative and legacy sources to deliver actionable analytics and dashboards. Advanced analytics and AI/ML techniques (e.g., forecasting, anomaly detection, natural language processing of maintenance narratives) are used to identify readiness drivers and constraints, improve predictive analytics, and inform trade-space decisions balancing near-term readiness with longer-term capability objectives, including Fleet legacy platform/systems sustainment and modernization transitions.

Responsibilities

• Incorporate enterprise-wide knowledge and experience in designated functional areas to support program/project operations.
• Develop and execute successful strategic plans.
• Define problems, analyze and develop strategies to achieve assigned objectives.
• Manage the preparation of analyses, evaluations, and recommendations for implementation.
• Provide complex statistical modeling and analysis.
• Evaluate business goals, team functionality, and cross-discipline cooperation to develop recommendations for improving internal performance, shortening throughput time, and minimizing costs while increasing quality.
• Implement improved systems, procedures, and organizational changes.
• Employ analysis techniques such as work breakdown structures, activity-based costing, process and productivity improvement measurements, program audits/evaluations, and performance testing.

Requirements

• Bachelor’s degree in computer science, information systems management, mathematics, physics, operations research, statistics, or engineering from an accredited college or university, or equivalent specialized experience. Allowable substitution: six years of additional related work experience.
• Fifteen years of related experience, with six years of direct experience in the following concentration area: People (CVN & TMS) – supports the generation of people readiness for CVNs & TMSs, including working knowledge of training and provider processes.
• Prior military experience as a Commissioned Officer and/or senior-level DoD government experience (GS14-15, O5-O6) may be considered favorably.
• Active DoD Secret Clearance or higher.
• U.S. citizenship.
