The Child Care and Development Division (CCDD) aims to build, strengthen, and maintain an equitable, comprehensive, quality, and affordable child care and development system for children and families in California. CCDD integrates child care with other CDSS programs to address social determinants of health and adverse childhood experiences, supporting the child care workforce and ensuring equitable access to stable child care and development opportunities.

CCDD provides planning, policy direction, and oversight of state-supported child care and development programs, including subsidized child care services, quality improvement activities, and technical assistance to counties, contractors, and child care partners.

About the Role

Under the direction of the Supervisor II of the Child Care Infrastructure Grant Section, the Analyst III leads analytical work related to child care and development program grants, including infrastructure, disaster recovery, facility improvements, fiscal readiness, and child care contract slot expansion initiatives. The role supports the implementation of Welfare and Institutions Code 10245(a), allowing the department to set aside up to 15% of child care contract funding for slot expansion, minor repairs, infrastructure upgrades, and other eligible readiness activities.

The Analyst III provides advanced fiscal analysis, policy development, program planning, evaluation and reporting, contract and grant oversight, and statewide technical assistance to strengthen Early Learning and Care facilities, particularly in communities with facility capacity needs, disaster impacts, or limited access to high-quality child care infrastructure.

The incumbent collaborates with internal units (e.g., Funding Application Unit, Grants Support Unit, Program Quality and Improvement Branch) and external partners, acting as a subject matter expert on child care infrastructure and related initiatives.

Responsibilities

  • Lead advanced analytical work for child care and development program grants, including infrastructure, disaster recovery, and facility readiness initiatives.
  • Assess needs, develop recommendations, and support program or policy decisions through data-driven analysis.
  • Contribute to program planning, implementation, evaluation, and reporting for large-scale initiatives, collaborating with internal and external stakeholders to achieve statewide outcomes.
  • Provide fiscal analysis, policy development, and technical assistance to strengthen Early Learning and Care facilities.
  • Oversee contracts and grants, ensuring compliance and alignment with program goals.
  • Serve as a subject matter expert on infrastructure, disaster recovery, facility readiness, or child care/early learning initiatives.

Requirements

Qualifications

  • Experience leading advanced analytical work for complex programs or initiatives, including needs assessment, recommendation development, and support for program/policy decisions.
  • Contributions to program planning, implementation, evaluation, or reporting for large-scale initiatives, including collaboration with internal or external stakeholders to achieve statewide outcomes.
  • Experience as a subject matter expert or technical lead for infrastructure, disaster recovery, facility readiness, or child care/early learning initiatives. If no direct experience, explain how your background prepares you for this role.
