About the role

The State of Hawaii, Department of Transportation, Airports Division seeks an Airport Security Identification Technician IV at Lihue Airport on the Island of Kauai. The position is open-ended and continues until filled.

Responsibilities

  • Supervises and conducts training for the Airport Security Identification Technician (ASIT) I, II, and III.
  • Makes assignments and monitors the quality of work.
  • Maintains and tracks all background checks; receives and records background check results and communicates with applicants.
  • Corresponds with Federal Bureau of Investigations (FBI) as necessary; maintains all background check and fingerprint files.
  • Vet individuals for whom the government lacks reasonable suspicion from various watchlists as a known or suspected terrorist but who have links or associations with terrorists and terrorist activity.
  • Establishes new tenants and businesses into database and establishes authorized signatory for new tenants and businesses.
  • Issues security keys and vehicle decals to authorized users.
  • Examines applicants identification documents to ensure they are genuine, belong to the person presenting them, and are not outdated or mutilated.
  • Uses a risk-based strategy, by questioning applicants and evaluating their responses to ensure applicants completed their Disqualifying Crime statement and also completed the required security training themselves.
  • Interacts with the Airport tenant's authorized signatories providing guidance and training on the Authorized Signatory Portal and by answering questions about the Airport ID Badge process.
  • Provides information to existing and new Airport ID Badge holders regarding security requirements, background check investigation process and status, procedures on obtaining security items and gaining access to security areas and other routine information.
  • Independently proctors security and other training in the Computer Based Lab and to monitor applicants for cheating and take any appropriate action as needed.
  • Maintains files of all billing correspondence to Airport tenants and their Authorized Signatories.
  • Updates and maintains the Airport Security Program.

Requirements

  • Basic Education: Graduation from high school, or equivalent.
  • General Experience: Two (2) years of work experience which demonstrates the following abilities: (1) meet and deal effectively with people; (2) understand and apply various rules and regulations; (3) providing information, answering questions and inquiries and explaining policies, rules and regulations in person; and (4) utilizing a computer to retrieve and enter data.
  • Specialized Experience: Three (3) years of progressively responsible experience involving applying and complying with federal law (e.g., state eligibility workers) or adhering to strict business practices adopted pursuant to federal, state, and county laws, rules, regulations, and related directives (e.g., banking, motor vehicle transactions, etc.), where failure to follow applicable laws and regulations could result in financial consequences.
  • Supervisory Experience: For the Airport Security Identification Technician III and IV level positions, applicant must possess supervisory aptitude.

Qualifications

  • Minimum Qualification Requirements: Graduation from high school, or equivalent, with courses in basic English and arithmetic may be substituted for six (6) months of General Experience OR Successful completion of a substantially full-time equivalent curriculum leading to a degree, diploma or certificate of achievement at an accredited community college, business or technical school which included courses in English, clerical/office procedures, and mathematics may be substituted for the required General Experience, as noted by the single asterisk (*), on the basis of fifteen (15) semester credits of satisfactorily completed course work for six (6) months of General Experience, up to a maximum of one (1) year.

Skills

  • Knowledge of: English grammar, spelling, punctuation, word usage, and basic arithmetic (addition, subtraction, multiplication, division).
  • Understanding of the principles of oral and written communication.
  • Familiarity with good office practices and procedures as well as the operation of common office equipment and the maintenance of office supplies.
  • Ability to: Learn the organization’s philosophy, goals, functions; read, understand, interpret, and apply relevant federal and state policies, procedures, laws, rules and regulations; communicate effectively both orally and in writing with individuals from diverse social, economic, and cultural backgrounds; interact with others in a tactful and courteous manner; read and follow oral and written instructions; and operate office equipment.

Benefits

Salary: Starting salary is $4,388/mo. or $52,656 annually (salary commensurate with training and experience).

Schedule

Position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
