Schedule

Monday – Friday; 8:00 a.m. – 5:00 p.m. (Some flexibility is available for working hours outside of the normal 8 a.m. – 5 p.m.)

About the Role

This is an advanced professional-level position supervising two to three professionals within the Air Quality Compliance Section of the Division of Environmental Management (DEM), part of the Department of Public Works. The role involves overseeing section operations, conducting and directing staff in inspections of stationary source facilities (both permitted and unpermitted), and ensuring adherence to regulations under the EPA’s Clean Air Act (CAA). The position requires strong technical judgment, independence, and the ability to make complex compliance decisions while collaborating with regulatory partners. You will also assist with program operations such as data analysis, reporting, budgeting support, and quality assurance to maintain the County’s EPA-approved air program.

Responsibilities

  • Oversees activities, resources, and operations in the air quality compliance section.
  • Trains, assigns, schedules, and reviews the work of subordinate staff.
  • Evaluates subordinate employees’ performance and provides counseling as required.
  • Investigates and conducts inspections, prepares follow-up reports on enforcement actions and notices, and performs re-inspections to ensure regulatory compliance.
  • Reviews and analyzes new and renewal permit applications, prepares written comments on regulatory compliance, and submits to proper agencies.
  • Reviews and interprets compliance test results and reports, and administers the enforcement of established environmental regulations.
  • Acts as a liaison with other county departments and state and federal agencies; may appear as an expert witness in court cases.
  • Conducts and coordinates specialized environmental studies, prepares reports, and submits to appropriate agencies.
  • Ensures quality control and integrity of data gathered or generated complies with applicable regulations and policies.
  • Assists in the development of program budgets, standard operating procedures, and tracks inventory and property control.
  • Assists in the preparation and evaluation of legislative reviews and policy analyses.
  • Performs other related job duties as assigned.

Requirements

  • Bachelor’s degree with major coursework in physical, natural, or biological science, environmental engineering, or a related field, and five (5) years of progressively responsible professional-level experience that includes supervision or supervisor training; or an equivalent combination of education, training, and/or experience.
  • Possession and maintenance of a valid Florida Driver's License.
  • Ability to work a variety of schedules, including compulsory work periods in special, emergency, and/or disaster situations.

This position requires employees to live within a 60-mile radius of Pinellas County and maintain the ability to report to the assigned worksite as needed. Relocation outside the required 60-mile radius requires advance approval from the County Administrator and may affect continued eligibility for the position.

Qualifications

  • One (1) year of supervisory experience in environmental management.
  • Completion of EPA coursework or equivalent experience in air pollution control and enforcement.
  • Training or experience in identifying violations of air quality regulations.
  • Experience with processing enforcement actions under federal or state air quality programs.
  • Familiarity with federal and state air quality databases, such as Aircom, ICIS-Air, and Accela.
  • Strong understanding of mathematical principles for emissions calculations.
  • Knowledge of the chemical composition of air pollutants and their environmental impacts.
  • Understanding of mechanical processes and industrial operations that may contribute to air pollution.
