About the role
The County of Riverside Probation Department is seeking a Senior Human Resources Clerk. Under general supervision, this position performs the most difficult clerical functions encompassing the administration of County human resource programs, and serves in a lead capacity over others in the performance of the work.
Responsibilities
- Provides lead supervision and oversees the processing of human resource records.
- Trains, advises, and reviews the work of employees performing clerical human resource functions.
- Processes enrollments and changes in employee benefits; sets up procedures for performing employee benefit transactions, and maintains human resource records; designs forms.
- Affords assistance to line departments in the processing of benefit enrollment, changes in employee benefits, preparation of human resource transactions, and interpretation of human resource policies, procedures and regulations.
- Determines whether employees qualify for human resource benefits, on the basis of complex rules.
- Researches and informs employees and/or administrative staff about human resource policies and procedures and benefit information.
- Determines own work priorities to meet deadlines.
- Collaborates with other divisions, departments, and organizations to coordinate the impact of employee eligibility or change of status in benefit programs.
- Compiles and calculates data and verifies its accuracy; prepares reports and recommendations.
- Advises employees at all organizational levels of the procedural processes of human resource programs such as the Public Employees' Retirement System (PERS) and the benefits and requirements of health care programs.
- Affords assistance to new employees in identifying and comparing benefit options; informs new employees of County and departmental policies and procedures regarding human resource and payroll reporting requirements.
Qualifications
- Experience: Three years of clerical experience, at least two years of which consisted primarily of performing human resource clerical processes and working with human resource rules and regulations. Either of the following may be substituted for one year of the general clerical experience: - Completion of 18 semester or 27 quarter units from a recognized college in secretarial sciences, office practices, business education, or a closely related field. - Completion of 360 hours of training from a recognized occupational training program in secretarial sciences, business education, or a closely related field.
- Knowledge: Laws, rules, regulations, and procedures pertaining to human resource practices; human resource and payroll record keeping practices; human resource procedures and forms used to effect changes in employee benefits; office practices and procedures, including preparing correspondence and reports, filing, and operating electronic office equipment.
- Ability: Coach other employees in human resource clerical work; interpret, apply, and explain complex rules, procedures, and guidelines; develop and modify clerical procedures and human resource recordkeeping systems; work independently in the absence of specific instructions; compile and organize data and prepare statistical and other reports; work effectively with employees at all organizational levels, and the public; speak and write effectively.
