Affordable Housing Manager

Duties/Responsibilities

  • Manage Affordable Housing Work: Leads a team responsible for the development and implementation of the City’s affordable housing work, including development and preservation projects and programs and policy efforts.
  • Track Our Progress: Monitors and reports progress for the affordable housing components of the department’s performance management systems, including work plans, learning and development plans, and performance measures.
  • Team Leadership: Supervises members of the Affordable Housing team, conducts employee performance evaluations, supports department recruitment efforts; and participates in the hiring process and onboarding for new employees.
  • Performs other duties as assigned.

Supervisory Responsibility

  • Organizes, prioritizes, and manages workload and timelines for self and others.
  • Supervises and monitors performance for a regular group of employees.
  • Communicates clearly and concisely, both orally and in writing.
  • Establishes and maintains effective working relationships with coworkers, residents, vendors, and community partners.

Minimum Qualifications & Experience

  • Bachelor’s degree in business or public administration, planning, or community development.
  • Six years of professional program administration and/or analytical experience in area of assignment.
  • Two years of supervisory experience.
  • A valid North Carolina Class C Driver’s License is required, or must be obtained within sixty (60) days of hire.

Knowledge

  • Affordable housing tools and strategies.
  • Development finance, including the Low-Income Housing Tax Credit (LIHTC).
  • Relevant federal, state, and local ordinances, policies, and procedures, including HUD guidelines for affordable housing and community development.
  • Management and supervisory principles and practices.

Ability

  • To organize, prioritize, and manage workload and timelines for self and others.
  • To supervise, train, and evaluate assigned staff.
  • To communicate clearly and concisely, both orally and in writing.
  • To establish and maintain effective working relationships with coworkers, residents, vendors, and community partners.

Additional Preferred Skills

  • Master's Degree in a related field.
  • Proficient in Microsoft Office applications.

ADA And Other Requirements

  • Work is performed in an indoor office environment, with occasional local travel to external organizations and locations.
  • Sedentary work involves sitting much of the time. Walking and standing are required occasionally. Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Requires occasional reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
