Description Duties
Reporting to the Park Operations Manager 4, SG-M-4 (Assistant Regional Director), of the Palisades Region, the Administrative Officer 1, SG-23’s job duties include but are not limited to:
- Supervision And Human Resources Management
- Supervising lower-level Regional Business Office personnel.
- Supervision of the recruitment and hiring processes for annual salaried and seasonal staff including the processing of appointments and terminations and hourly payroll processing.
- Cooking new employee orientation and communicating policy changes to employees.
- Providing guidance to employees regarding benefits under negotiated agreements.
- Aiding managers and supervisors with labor relations matters, including time and attendance, grievance responses, counseling, and disciplinary actions.
- Aiding managers with staffing pattern reviews and staff requests.
- Budget, Revenue, And Financial Oversight
- Supervising regional purchasing activities, establishing and evaluating systems and procedures for processing vouchers and purchase orders.
- Oversight of regional revenue receipts, attendance tracking, and maintaining park and program revenue and attendance data.
- Developing, evaluating, and modifying internal controls related to revenue collection.
- Conducting audits of concessions, revenues, refunds, and expenditures, including solicitation, review, and negotiation of concession contracts.
- Managing the Statewide Financial System (SFS) and Budget Expenditure Tracking System (BETS) for the region.
- Affording and reconciling all P-card purchases.
- Directing the preparation of the region’s non-personal service (NPS) budget and personal service budget requests, including the allocations for temporary and seasonal funds.
- Overseeing expenditures of and accounting for funds appropriated funds and reviewing payroll reports.
- Performing periodic paycheck distributions, floor checks and other internal control techniques.

- Reassignment Qualifications
- Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as an Administrative Officer 1; if you have less than one year, you must be reachable on the current Administrative Officer 1 eligible list for this location, if one exists.
- Non-competitive Promotion (NCP)
- The promotion minimum qualifications for appointment are: One year of permanent competitive, non-competitive NY HELPS*, or 55b/c service as a Human Resources Specialist 1, Training Specialist 1, Administrative Specialist 1, Senior Administrative Analyst, Contract Management Specialist 1, or Senior Budgeting Analyst.
- Only the titles listed are eligible.
- As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position.
- If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made via non-competitive promotion (NCP), pursuant to Section 52.7 of New York State Civil Service Law.
- Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the last two holdings of the Administrative Officer 1 promotion exam.
- Provisional Qualifications
- In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered.
- Candidates must be meet the following minimum qualifications: You must have at least one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 1, Training Specialist 1, Administrative Specialist 1, Senior Administrative Analyst, Contract Management Specialist 1, or Senior Budgeting Analyst.
- Only the titles listed are eligible.
- The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
- Transfer Qualifications
- At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher.
- The service must be in a title that Civil Service has deemed transfer eligible to the position.
- Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Operating Needs
Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
Pay
The hiring rate will be the sum of the statutory hiring rate for M/C Grade 23 ($86,773) and the Downstate Adjustment ($4,000). The job rate will be the sum of the statutory job rate ($108,413) and the Downstate Adjustment ($4,000).
