About the role

This position manages and coordinates the personnel activities for MVD, handling sensitive and confidential information. It provides technical expertise and procedural guidance in personnel processes and procedures to MVD Management and Hiring Managers to ensure compliance with ADOT Policies and Procedures and the State Personnel Rules. The role oversees the day-to-day operations of a wide scope of administrative duties, including Human Resources, Recruitment, I-9 Management, Work Force Solutions, Employment Verifications, Employee Performance Evaluations, and communication between internal and external personnel, customers, and companies.

Responsibilities

  • Coordinate and oversee the day-to-day personnel operations of JTF tracking, recruiting, reference checks, on/off boarding, review/monitor I-9 system for new hires compliance, Top Candidate Packet processing, and Recruitment Audit Packet submittal; ensure accurate/complete documentation is processed.
  • Prepare and submit position descriptions, Criteria Based Promotions, salary changes, position movement, supervisor changes, ORG Chart changes; receive/review/process documentation, identify/resolve discrepancies, and submit paperwork to HR for processing.
  • Research, analyze, and make recommendations in the establishment/improvement of procedures, processes, measurements, and support Arizona Management System/Continuous Improvement; develop/update Standard Work and participate in continuous improvement processes and events.
  • Participate in meetings.

Requirements

  • Knowledge of Arizona State Personnel Rules and Guidelines, ADOT's Policies and Procedures, and Federal and State Laws and Statutes applicable to Human Resources.
  • Understanding of MVD Organizational structure and principles and practices of Human Resources Administration.
  • Familiarity with Process Improvement, PageUp or equivalent, Arizona I-9 Management (Service Center), OnBoard AZ, and Arizona Management Systems (AMS).
  • Skills in oral and written communication, planning and organizing, time management, resolution and problem solving, computer operation (including Microsoft and Google), interpersonal relations, and basic math.
  • Ability to effectively prioritize activities, multitask, work with deadlines, prepare reports and correspondence, design and produce timely and accurate documentation, collaborate, maintain confidentiality, be flexible, and handle ambiguity.
  • Two or more years of administrative and/or operations support experience. Any combination of training and experience that meets the KSAs may substitute for work experience requirements. A Bachelor's degree in business administration or related field can substitute for one year's experience.

Pre-Employment Requirements

  • This position requires driving or the use of a vehicle as an essential function. A current, valid class-appropriate driver’s license is required, along with completion of all required training and passing all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended.
  • Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training.
  • An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
